Washington Sept 13 The Republican lead-
ers in the house having discovered that there is
a difference of opinion among their colleagues
regarding several of the amendments added to
the tariff bill by the senate have been compelled
to get together with a view of fixing up a plan
that will let them out of the scrape in the easiest
way possible It is said that Mr Payson of
Illinois and Mr Gear of Iowa are the members
who are causing the greatest amount of trouble
The former is reported to have declared
that the party leaders mnst not
prevent a separate vote on the free
binding twine proposition and it is
stated that Mr Payson has been around among
the Republicans and secured enough Western
votes to retain the senate amendment providing
FEES BINDING TWINE
This is the veiy thing that the managers of the
house wish to prevent They are under obliga-
tions to the binding twine trust and will there-
fore do their utmost to restore the duty or
something near it
Mr Gear is dissatisfied with the sugar sched-
ule as arranged by the senate and has had his
war paint on for several davB Messrs Beed
sndMcKinley have been trying to pacify him
and not having sn cceeded they have determined
to have all the brethren meet in
caucus with a view of determining some plan
that would bind everybody and thus not expose
tne party division to the opposition The reso
lution proposed by Mr McKInley today to dis-
charge the committee of the whole from further
consideration of the tariff bill is one of the rank-
est gag propositions advanced at this session
and is intended to completely tie the hands of
the opposition

Speaker Reed succeeded in adop-
ting his and lloKInleys proeramme for
the tariff bill m the Republican oaucus
last night the Western Republican
kickers are bv no means prepared to
submit without a struggle They
still inssist that the sugar
schedule must be changed as they desire
They will endeavor to have the house
conferees instructed to stand out for a
restoration of this schedule to the form
In which it left the house and to re-
tain binding twine
OX THE FREE LIST
They also want Gear of Iowa to represont
them ou the conference committee and
will kick against the substitution of
DIngley of Maine If they fail in this
and the house conferees do not obtain
the restoration of the sugnr schedule
Representative Payson of Illinois today
said there would be a row when the bill
comes back from conference What
these Western men want done with sugar
is to havo it frco up to No 10 Dutch
standard and a duty of twofifths
of a cent a pound abovo No
1G The senate makes sugar free only
up to No 13 Dutch standard and placed
a duty of sixtenth of a cent a pound
above that
WANT TO OUST YENABLE
It is not certain that the tariff bill will
ooine up in the house tomorrow There
is a disposition among some Republicans
to take up the LangstonVeuable con-
gested election case again and stick
to it until it is disposed of
letting the tariff wait If there is not a
quorum of Republicans present tomor-
row as it is not likely there will be the
filibustering on the electiou caso will
continue but as soon as there is
a Ropullcan quorum Yenable will be
unseated in short order according to
programme The Republicans who fa-
vor this course know that as
soon as the tariff bill is dis-
posed of it will be impossible for
them to keep a quorum of their party
here to finish the eleotion case or any-
thing else Whether this course is taken
or the tariff bill comes tomorrow it is
pretty certain that Maj MoKinley will
not get it through as he hopes to before
the endTf the present week He cer-
tainly will not unless the Western men
who want cheaper sugar ao conoeded
their demands
Retroactive in Character
Special to the Gazette
Washington Sept 12 The provision
in the tariff bill that II shall take effect
on October 1 ot the present year with the
excentlon of the sugar clause which goes
into effect March 1 1891 is a manifest
injustice to importers and manufact-
urers There is also Inserted a
clause to the effect that goods
imported prior to August 1 1390
and now in band will be
subjeot to the old duties If the duty is
paid on or before November 1 next
This is doubtless intended to prevent
large importations being rushed in to
take advantage of the old rates of duty
on many Items prior to the bill taking
effect and thus deranging the money
market by creating a demand for funds
to be used in paying duties It is evident
that the bill is retroactive in character
The object of the bill could be
reaohed by providing that the bill
shall tako effect Ootober El and that all
coods arriving prior thereto shall be sub-
ject to the rate of duty provided by the
old tariff and be allowed to remain in
bond for the usual bonded period which
was extended by the customs adminis-
tration bill from one year to three years
The importers are now flocking to Wash-
ington in large numbers and will en-
deavor to have the retroaotlve phase of
the bill amended in conference
THE BEAN CASE
The history of the Bean will case de-
cided by Judge Agnewat Bonham Tex
last week has been told more or less
fully at various tlmoa and it is a most
interesting case Speoial Interest at
taohes to the Bean estate In Washington
as the case may be said to have had Its
origin here and many of the heirs are
residents of this city
Mr S H Baoon grandson of Anne
Bean in disousslng the case said to a
local reporter The Bean case so far
as anyone can say Is at last closed for
all time The deolsion that was made
last week Is entirely In favor of the
Washington claimants and one by one
as the trial progressed and our proof wa
brought in all the other claimants with-
drew realizing the hopelessness of their
case
THE CURIOUS STORT OF THOMAS BEAN
What was the story of old Thomas
Bean Wellit was rather an interest-
ing one Ill admit having Us beginning
as it did In this city at the time of the
second war with Great Britain and the
scene of its last ohapter located In Texas
in this year 1890 In 1813 Col Bean and
Winifred Murray a daughter of an
old Virginia family eloped and
wero mrrried at Christs church
navy yard in this olty Her
parents never forgave the runaway
couple and no fatherly blessing was ever
given to their daughter though she
pleaded earnestly for forgiveness One
son Thomas Bean was the result of
this romantlo match He followed the
star of the empire and ended up by set-
tling in Texas where as the years
rolled by he amassed a huge fortune
and became the owner of immense
tracts ot Texas land that
has since beoome very valuable
When he died as you remember a few
years ago it was thought that there were
no heirs at all However thread by
thread and strand by strand the rope of
evidence has been picked up and twisted
together untu at last after yean of

Bean of Texas to the Washington branch
of the family was shown beyond a doubt

According to Texas law as Thomas
Bean died without children his estate
reverted to his parents relatives Col
Bean had three brothers and one sister
George Ben John and Annie and
their descendants together with the de-
scendants of Winifred Murrays
family are now the heirs to this great
Texas estate I should think there were
more than twenty of the Bean family in
this oity who will inherit under the law
in fact almost all of them reside
here many of them living on Cap-
itol Hill and near the navy yard The
other share ot the estate will go to the
family of Winifred Murray in Virginia
The cuse has been carried through
all the oourts and everything possiblo
was done by the WeBtern claimants to the
estate to keep it from coming back to the
Eastern heirs But as I told youas far
as we can tell now the case is settled for
good and all and our representatives

have been appointed administrators of
the estate
Harrison Wants to Avert a Panic
Washington Sept 13 There was a-
long consultation today by wiro be-
tween the president at Cresson and Act-
ing Secretary Batohellor and Assistant
Secretary Nettleton at the treasury de-
partment concerning the string ency In
tho money market during which the
whole situation was thorougnly gone
over The president it is understood
stated that it is his desire to avert
a panic in the money market and that
none shall be permitted to occur if tho
treasury department can prevent The
views of the president were telegraphPd
to Secretary Windom at New York who
at noon sent the following messnge to the
president Have had conference with
leading financiers There appears to be
considerable stringency but no reason
to apprehend serious consequences
1 am fully advised and will tako such
action its I think the situation requires
The director of the mint announced to-
day his willingness to buy largely of sil-
ver Monday if offers are favorable in or-
der to assist to relieve the stringency on
money

The ways and means committee this
morning began the formal consideration
of the senate amendments to the tariff
bill and made excellent progress By
noon when adjournment was had all of
tho dutiable schedules had been acted
upon leaving the free list yet to
be considered
Kennedy Chinges the Itecoril
Washington Sept 14 The speech
of Representative Kennedy of Ohio at-
tacking the senate and Senator Quay
which created a sensntion when delivered
ten days ago appeared in the
Congressional Reoord this morn-
ing alter having been revised
by Kennedy The speech as it appears
in the governments official publication
of the proceedings of congress differs
from the speech as originally delivered
In the elimination of certain passages
which it has been asserted were con-
trary to parliamentary rules and
usages The revised speeoh is hardly
less severe than as originally delivered
but it is believed by the congressman
from Ohio to bo now in conformity with

governing the orliiclsm and debate on
the other branch of the legislature The
first part of the speech which was de-
voted to the Federal eleotion bill is

The only charge made so far as Senator
Quay is concerned consists of tho elision

all mention of Senator Quay by name
When it was suggested in tho original

Criminals Sentenced at the Terra of Court
Just Closed

Decatub Tex Sept 13 District court ad-
journed today ending a six weeks term This
morning the court granted a new trial in the
case of J C Carpenter against Donald Cobb
in which Judgment had been rendered for plain-
tiffs for ROOD damages for levying an attachment
writ on Carpenters cattle to enforce collection
of a IS fee they claimed he owed them
The motion for new trial in the Maggie Floyd
case against the Denver road for 3000 damages
was overruled ana the case goes to the su-
preme court Criminals sentenced this time
are Chris Reynolds for two cases ot cattle
stealing ten years in the penitentiary Arch
Patterson colored eight years for burglary
Arch has served one term lor the
same offense and had not been
home long until the temptation overcame him
again He stole several little articles from the
boarders at the Knox hotel where he was work-
ing then broke into a negro residence and made
appropriations for which he pays the
penalty L F Thomas was convicted In four
cases for forgery and passing forged instru-
ments with two years in each case He forged
the names of several of his neighbors as suritics
on his notes which he cashed at the First Na-
tional bank ot this place

Southampton is chaotic the various
bodies of strikers being at loggerheads
and neither workmen employers nor tho
public being able to prophesy to what
extent work will be resumed tomorrow
At an immense meeting today of strik-
ing seamen and firemen it was decided
that if their latest demands nre not
agreed to by noon tomorrow they will
abandon the port In a bodv leaving nu-
merous vessels without crews There are a
good many members ot these unions
howevor who are dissatisfied with the
meagerness of the amount paid them by
the unions during idleness and who
therefore favor return to work on the
conditions proposed by the owners it Is
possiblo that these malcontents may bo
strong enough to dofeat the practical
carrying out of tho resolution adopted at
todayb meeting John Burns will go

There was a meeting of 10000 dock
men in London today to consider the
Southampton situation Tom Mann and
Ben Tnlett denounced the ship owners
and declared that the men hud ample

throughout the kingdom Tho meeting
also considered tho Australian situation

a man convicted of murder although

tended to kill his viotim Francos

the crime bad no peculiar feature about
it for the unhappily reckless use of the
pistol has lately not been peculiar in

but the authorities answered the appeal

which tho practice of using revolvers
prevailed just now it was absolutely

is really running amuck a phenomenon
whioh was supposed to have been con-
fined to the Malays of the East Re-
cently however there have been fre-
quent instances in London and other
towns until the public are

runs amuck in a crowd stabbing right
and left heedless as to whom his victims
may be There is talk of petitioning
parliament to punish scuttling with the
lash as was done when garroting as-
sumed an epidemio form in the large

St Louis Mo Sept 14 A fatal
and disastrous fire occurred here early
this morning Dan Lynch was killed
and James Owens was badly but not
fatally hurt They were firemen
Snortly before 3 oolock fire was discov-
ered in C H Peckhams candy faotory
occupying quarters at 403 407 and 40J
Main street and an alarm was turned
in The nearest companies promptly
responded Soon realizing that their
number was insufficient to cope with tho
flames a second and then a third alarm
was rung The firemen worked
hard but were unable to oontrol
the fire only so far as to pre-
vent its spreading to adjoining buildings
They did not leave the scene until 9
oclook this morning when a section of
the wall fell with the fatal result stated

Loss on building is S35000 fully insured
