Just a word to the wise: It’s growing season again. In addition to the weeds and wildflowers
popping out, the Code Enforcement Officer will be out as well. He’ll be looking for high grass in
addition to any other obvious violations.
I drove around last week. The most flagrant offenders are vacant lots. Most of these are in the
process of development, and all will get citations or warnings depending on prior problems.
I have yet to find anyone who was happy with a citation or warning. We don’t get a lot (any) calls at Town
Hall saying what a great job Charlie Wright is doing when he notifies them of a problem. What we are really
looking for here is compliance with the ordinances. Most of us do a great job of that every day. Those that
have a problem are usually one-time offenders. If they get a reminder, they fix the problem. No harm, no
foul, no penalty!
There are always a few of us, though, that are repeat offenders. Those are the ones we typically see in
court. I hate that. We don’t want no stinkin’ fines. We want the ordinances followed. Most of the ordi-
nances come at your request. In general, they are in place to protect property values and keep the neigh-
borhoods looking the way you want them. In Double Oak, the general rule is that if you’re not buggin’ your
neighbors, you’ll pretty much be left alone.
Charlie always has to visit if there is a formal complaint. Sometimes that comes as a result of neighbors
not getting along. A complaint is made and corrective action is taken if a problem is found. I hate that if it
is the result of dueling neighbors, but I’m convinced that it happens. Of course, if there is no offense
there is no action.
Until last year, we never really knew what to do with wildflowers. I have a neighbor several doors up the
street that sometimes had a patch of Indian Paintbrush in a block of beautiful red color. It’s pretty and no
one has ever complained. In any event, they come, bloom and get cut down for next year. Still, it was
technically illegal.
Last year, the Town Council addressed the issue. Councilman John Dondrea researched it and wrote a
Wildflower Ordinance. The purpose is to permit wildflowers under controlled circumstances. If you’re not

I’ve got a drainage ditch between my house and my neighbor’s house. About twelve years ago, we both
got a notice for high weeds in the ditch. This time of year, it always has some water in it and it can only be
cut with a weedwhacker. We were both embarrassed and a little put off by it so we showed up at town hall
at a council meeting to ask about it. Mayor Jim Hanzel, who by the way originated this column, explained it
to us gently. As I write this, the ditch is being cut. It’s not being cut by neighbor Bill Georgen or me, but by
guys Georgette hired. I can’t spend more than about two minutes on the end of a weedwhacker any more.
Bill cuts it more than I do, and sometimes in the summer, he can drag a hand mower through it. Neither of
us liked getting called up short, but now the weeds get cut, if reluctantly.

The Double Oak Town Council met at 7:00
p.m. in regular session at Double Oak Town
Hall, located at 320 Waketon Road with
the following members present: Dick Cook,
Mayor, Tracy Miller, Mayor Pro-Tem,
Council Members: John Dondrea, David
Mize and Tom Pidcock constituting a
quorum. Council Member Donnelly was
absent. Also in attendance were Town
Engineer Jeff Crannell and Town Secretary
Charlotte Allen.
Mayor Cook called the meeting to order at 7:00 p.m.
Council Member Pidcock gave the invocation and Council Member Mize lead the pledge
of allegiance.
II. CONSENT AGENDA - All consent agenda items listed are considered to be
routine by the Town Council and will be enacted by one motion. There will be no
separate discussion of these items unless a Council Member so requests, in which
event the item will be removed from the Consent Agenda and considered in its
normal sequence on the agenda. Information concerning consent agenda items is
available for public review.

Miller motion, Pidcock second to approve the Consent Agenda as presented. AYE:

Mr. Oscar Burchard, Double
Oak representative on the
Upper Trinity Regional Water
District board, reported the
UTRWD was focused on
two things — going foiward
with the new water treatment
plant and the Ralph Hall
project. The District felt this
was absolutely needed as the
current 20 year contract with
the City of Dallas would
expire in 12 years and there
was no assurance it would be
renewed or if so, at what cost. The District
was unable to get that commitment from
Dallas.
The Lake Ralph Hall location was ideal in
that it was a dry lake that was channelized.
Lake Hall would cost approximately $212
million when built with the first capital
investment to building the lake was 10 to
15 years out.
Mayor Pro-Tem Miller stated that UTRWD
did not participate in the joint meeting that
had been held at Flower Mound High School
and he had been concerned that this was a
battle of wills.
Mr. Burchard stated that after Flower
Mound was limited in the manner in which
they could campaign against the lake. A
public meeting was held with Flower Mound
and UTRWD representatives in attendance
and 1 reporter and 1 student. It was decided
to hold an additional meeting with
representatives from Dallas water utilities.
Because the District could not obtain the
KBR findings to review and examine, and
because Dallas was not going to attend,
the District felt the January 31st meeting
was not going to be productive.
Council Member Dondrea asked regarding
the effect on water bills over the next 3
years.
Mr. Burchard responded the debt service
through September would amount of 1.80
per each 1,000 gallons. Bartonville Water
Supply Corporation had pledged to take 2.5
million gallons per day but was not taking
that at this time. A lot of fixed costs had
been put into the volume charge. Water
rates would go up over the next few years.
Council Member Dondrea asked if the
justification of the lake was based on the
needs of the current participants or
projected participants.
Mr. Burchard responded it was based
solely on projected participants. Fifty years
out when the lake bonds were paid off, the
District would own the lake instead of
paying Dallas in perpetuity.
Mr. Robert Blackmon, 241 Cross Timbers
Drive, asked who had paid for the KBR
report.
Mr. Burchard responded Flower Mound.
Mayor Cook thanked Mr. Burchard and he
had been asked by Council Member
Dondrea to set up a meeting with
representatives from Flower Mound and
asked Mr. Burchard if he would attend.
Mr. Burchard responded that as a board
member, he would be present.
Town Engineer Jeff Crannell reported Park
Lane had been staked out and the Chinn
Chapel project was nearing completing. The
French drain appeared to be working well
in Carruth Estates and the Rancho Vista
design was completed.
Police Officer Jason Jones had nothing to
report.
Town Secretary Charlotte Allen reported
the filing deadline for the May 7 election
had passed with only the incumbents filing
for place on the ballot. Unless someone
came forward to declare as a write-in
candidate, no election would be required.
Mr. Mike McDaniel was to file his site plan
for review during the next few days.
III. CITIZENS COMMENTS: NON-
AGENDA SUBJECTS
No citizens came forward to comment.
IV. NEW BUSINESS AGENDA
(CONSIDERATION AND ACTION):
Agenda item #2 was moved forward in the
agenda order.
2. Consideration and action on the
release of budgeted funds for the
addition of handheld police radio for
the Police Department
Mayor Cook introduced the item and gave
a brief history.
Pidcock motion, Dondrea second to
approve the purchase
Council Member Mize stated that during
the budget workshop one item which had
come up was the cell phone billing
