A TIF FOR DOWNTOWN
The Dallas City Council is considering establishing a tax increment financing (TIF) district in
downtown Dallas to encourage revitalization of the central business district. The advantage of a TIF is
that property taxes derived from any increase in property values (the increment) are able to be
designated for the TIF area, rather than going into the general fund. These monies can be spent on
public improvements that benefit the entire district, such as parking decks, park improvements and
other amenities.
There are several benefits to historic buildings that could accrue from this TIF. First is $4 million
to be made available to purchase facade easements of significant historic buildings. These funds are
important because they can help narrow the financing gap for developers in the early stages of
rehabilitation. Adjacent parking is also critical to making downtown's historic buildings viable again
and the TIF will generate funds for that purpose.
Your help is needed to urge your councilmember to support the City Center TIF and particularly
