with the discussion of the lease law Is
that those counties which resolve In
favor of that system tacitly admit that
the present law Is aneremy to actuol
settlers A favorite formula is we
favor the lease of lands not demanded
for actual settlement the lease to be
so adjusted as not to retard settlement

resolution passed by counties which
make It a point to oppose the principle
of freograis
To say that one Is In favor of leasing
lands not demanded for actual Bcttle
ineit Is to confess that there Is an
antagonism betweeu leased lands and
the actual settler for If tho settler Is

thero Is a class in Texas who while
notable to deny that leasing tho pub
lic latins Is Inimical to tho welfare of
tle state will not consent to a repeal
of the leaso law for that brings in free
grass and without being able to give
a reason they hate free gras Thoy
cannot overcome their prejudice born
of Ignorance against that name
They want a modified lense law
and one that will not retard actual
settlement What that law shall be
as modified not one of them can give
tho vaguest Idea but that thero must

be found and has uot denied having

tho doctor wants tho evidence let him
make himself known and he can be
gratified What I do Insist Is
that there is a large majority
opposed to Prof Looney Now

your spokesman was too high you
should Havo had It revised before tho
light fell upon It You can yet change
the figures to suit your own
views provided you dont mako it less

I have stated and what I am confident

city council is opposed to everything

ney grows out of tho question as to
which body shall have control
of the school Now I am not an ex
ponent of either city council or board
of trustees but there is an undeniable
fact that stares tho doctor in tho face
