Budget cuts and V.A. benefits reduced - Omnibus Budget
Reconciliation Act (OBRA) of 1990 signed 5 November, 1990
MODIFY V.A. HEALTH CARE CO-PAYMENT AND DEDUCTIBLE
REQUIREMENTS.
Previous law made a distinction between veterans. Category A
were "entitled" to care because of a 30% or more service-
connected disability, Agent Orange or financial straits - now
termed MANDATORY. Categories B and C were "authorized"
veterans for care in VA medical facilities, now termed
DISCRETIONARY. Discretionary inpatient care is now decided
by the attending physician as to the seriousness of the case
as well as the financial and resource statement you must
submit. In all cases you must carry with you proof of
Honorable Discharge or your DD-214, and you will always be
seen in the Emergency Room.
The new provision eliminates, through September 30, 1991 the
distinction between Category B and Category C veteran for
purposes of paying co-payments and deductibles for inpatient,
nursing home and outpatient care as follows: First, it extends
to Category B veterans the deductibles currently required for
Category C veterans. Second, it assesses all non-entitled
veterans a co-payment of $5.00 per day for nursing home care.
Third, it extends the outpatient currently required by Category
C veterans to Category B veterans. (More on this will be
submitted when the procedure sheets are received.)
ELIMINATE HEADSTONE AND MARKET ALLOWANCE
Under previous law, any person entitled to request a headstone
or market for the gravesite of any eligible veteran not interred
in a national cemetery could receive an allowance toward
purchase of a private monument instead of a government-
provided headstone or market. This allowance adjusted
annually was $87 in 1990. The new law eliminates this
allowance. Eligible veterans would still be entitled to receive a
government-provided headstone or marker for their internment

March is Women's History Month. Our national campaign to
honor Jacqueline Cochran continues, and we tell her gutsy,
trail-blazing story to all who will listen. She was the first living
American woman to be welcomed into the Aviation Hall of
Fame.
Postmaster, James McGraw of Indio, California, wrote in
January this year, "As I stated when you visited our office, I am
at your service in helping your group attain this high and
distinct honor (commemorative stamp) for Jackie Cochran." Jim
will support our nomination and, if approved by the U.S. Stamp
Advisory Committee, he will issue the stamp from the Indio
Post Office.
Our competition includes some 2000 other stamp requests,
including the "Elvis Fans" and the Claude Pepper supporters in
Congress. We are re-grouping and have many supporters, but
we need more! We welcome aboard anyone out there who is
willing to work on a concentrated campaign.
National Women's Hall of Fame: Jacqueline Cochran is being
considered for honor for the year 1992. Your personal letters
to Emilie Sisson, Executive Director, telling how our leader
influenced YOUR life, will add support for her nomination.
Become a member of the Hall, if only by association with
Jacqueline Cochran. The Hall celebrates and honors the
struggles and achievements of 48 extraordinary America

WASP Falcon Award: President Pat announced that VI THURN
COWDEN (43-4) will present this prestigious award at the
USAF Academy in May.

honored by the WASP WWII. Their names will be registered in

call toll-free 1-800-222-2294 for registration form.LIMIT BURIAL PLOT ALLOWANCE
Previous law authorizes a burial plot allowance, not to exceed
$150.00, for a war-time veteran buried in a private cemetery.
The new provision eliminates the plot allowance except for
veterans who receive VA disability compensation or pension.
MILITARY BURIAL
According to the VA headquarters all arrangements for a
military funeral are made by the local funeral director. All VA
offices and field offices have available a printed directory for
military funerals that supposedly has been sent to all funeral
directors. If not received they should be requested. The
procedure is: 1 - contact the nearest AirForce base for an
honor guard. Often the base will help with further
arrangements. 2 - contact the national cemetery of choice to
request a plot. 3 - contact the closest VA office to request aheadstone and submit any information needed. The funeral
director should have all the required applications on hand. Be
sure to have your DD-214 (copy) available as this is the proof
needed by all concerned.
Due to limited space, details cannot be given here on increase
hospice benefits, coverage for mammography screening,
prevention of duplicate Medgap coverage, and increase in
home loan guarantee fee.
A number of WASP still have not applied for their Honorabl
Discharge possibly due to forgetfulness, inertia or lack
interest. We are eligible for medical care, burial, and home
