El Paso. May 1.—Tlu- question of withdrawing the expedition
rests now with President Wilson, with war or peace with Mexi-
co, each a possibility, depending upon the decision. Ohrcgon is
reported to have threatened to attack if Wilson refuses to
withdraw. A peremptory refusal is not expected, however.
Scott and Funston exchanged many telegrams with the War
Department this morning. It isbelieved that they informed the
War Department that withdrawal would be the signal for »
renewal of the border raids.
Funston stated that probably there would he no conference
today. Correspondents arriving from Pershing’s headquarters
jsaid they left because they understood operations had been fin-
lished. Rumors are current that the expedition will herecalled
within three months.
WILL NOT HEED OB KEGON’S BIG TALK.
Washington. May 1.—The administration does not intend to
heed Orbegon’s suggestion for the withdrawal of the expedit-
ion. This was definitely learned today. New instructions will
he sent Scott, following the conferences of Wilson. Baker and
j Lansing, which it is understood will emphasize Scott’s pre-
vious instructions not to negotiate on withdrawal. It is officially
'stated that the expedition is not to he withdrawn now.
