conclave of antiadministration politicians
has been the only topic in political circles
here today Although it was given out to
the contrary it may be reliably stated that
the conclave decided upon a candidate to
make the race against Governor Hogg and
adopted a call requesting him to represent
tuem Tho name of the party selected is
withheld from the public but it is learned
that his fqrmal acceptance will be issued
within two weeks and the campaign will
then be opened Tho candidate selected is
a clearcut anti commission man but to
Rive him strength the commission will be
tolerated and will be advocated only as an
experiment The plan it is said is to
magnify its defects and once in power to
manipulate it in every way possiblo to
bring it into disrepute before the people
Some of those whoattended tho conclave
express the belief that possllby Hon
George Clark will be the candidate of the
antis One thing is certain Mr Clark is
tho last chance He would not head the
ticket if somo other man could be found
v ho combines all tho qualities desired by
the antis
Friends of Hon Soth Shepard speak of
him as one man in the sate who could suc-
cessfully measure political strength with
Governor Hogg As Judge Shepard at-
tended the caucus a Gazette reporter
calied on him and asked him if ho would be
a candidate His reply was that he would
not be a candidate under any circumstances
for any office
Farmer Bell Shaw who represents a po-
litical faction of uncertain strength in com-
menting on tho meeting today said
One person present at this meeting was

eston News It was Mr George Bailev
reporter for that sheet No other reporter
was permitted to be present Ho reported
only what the meeting approved He did not
report all that occurred The DallasGalves

to kill it The meeting was composed of
the same crowd that opposed the commis-
sion in tho last campaign Leaving out the
commercial men present and the Sam Jones

now or have been corporation lawyers No
real advocate of a railroad commission was

the paper known to be body and
soul under command of corporate power
This meeting nominated a candidate

tion in confidence and can not violato it

Wasjiixgtox Feb 3 When the present
congress convened it was the general belief
that a free silver bill would be put through
the house with a rush Now it begins to
look as if a small but determined handfull
of opponents of free silver might succeed in
preventing such a measure from being en-
acted They will not be ablo to do this
through fair means but by the connivance
of the Democratic members of tho com-
mittee on rules If it over comes to a vote
the bill would Dass in a jiffy by an over-
whelming majority But under the
rules favorable action can be casdy
thwarted Messrs McMillan and Cath
rings who belong on the com-
mittee are not regarded as very earnest
friends of free coinage and it is in their
power to keep the measure smothered for
a time It looks as though Democrats were
getting pretty badly mixed up over this
issue and tho outcome now is quite dubious
and altogether discouraging However the
silver men are not going to
tamely submit to being squelched
through the committee process They aro
conscious of being in the majority and rep-
resenting tho people as against the moneved
class and are going to Keep their faith with
the former With very few exceptions
those representees who are striving
to strangle the remonetization of silver
are nothing more than the agents
of capitalists and corporations
Tho bulk of the DemoEratic congressmen
do not come in this category but there are
somo who have listened to tho Massachu-
setts doctrine till their better judgment has
been suspended by the single standard
philosophy of the goldworshiping mug
wumps
Leech admitted it was a matter of opinion
and conjecture but his judgment was that
free silver coinage would either send gold
abroad or to a premium
Bland suggested tho proposition of
Leech was that the peoplo of Europe
would takesilverfromhomo where it would
buy as much as gold admitting it was not
worth as much for foreign tranca utusand
sell it here where they could not buy as
much for it as at homo
Leech insisted that it would bo tho case
because of the desiro of Europe to get on a
gold basis and said Austria was contem-
plating that very thing Leech said he
woukf recard an international agreement as-
a very great benefit tb mankind
Tracy asked would not a country of Eng
lands position receive more bengal if wo
alone were to pass a free coinage bill and
they were to get our gold than if an agree-
ment were reached
Leech A free coinage bill would cer
tai nly be largely to their interests

The house committee on coinage weights
and measures today examined Director
Leech of the mint bureau on matters re-
lating to the silver question Leech said
his estimate of tho minimum of production
of silver in tho United States dur-
ing tho last year was 53000000
ounces If the amount used in
arts and science be deducted the American
product would be less than the government
uses There was in his judgement no lack
ot circulating medium in the country The
New York banks hold about 33000003
idle money over and above the reserves
Williams inquired why Leech thought
silver coin of other countries would be
dumped here if we adoped free coinage
Leech I think European silver would
come here in ship loads just as fast as it
could be brought I think the bank of
France would send a larco part of its Si3S
000003 hero Belgium would do the same
Mr Williams wanted to lenow why silver
coin would bo dumped here when needed
abroad for circulation in tho countries hav-
ing it
Mr Leech There is more of it in do-
mestic circulation than needed Tho people
reject it and it naturally gravitates into
the vaults of the bank whero it is used for
the issue of notes Besides it is not a
question of any slight loss it is a question
of a standard and sound currency All
Europe is practically on a gold standard
partly from choice and partly from neces-
sity The countries of Europe are inclined
to adapt themselves to a gold standard and
I do not believe tho loss of small pai > er
would stand in the way of their doing that
Besides they believe it would bo a tempor-
ary measuro that we could not sustain an
abundance of silver and that it would
be to their interest to take advantage of it
while we wero making tho experiment
That in my judgment is the belief of Euro-
pean financiers Leech said ho believed sil-
ver would come here as long as we exchanged
gold for it Shipments would cease when
wo got on a silver basis We would be
compelled to pay shippers gold because
they could get legal tender notes which
was practically interconvertible with gold

The senate committee on intersta te com-
merce today heard arguments upon the
amendments proposed to be made in tho
interstate commerce law at the suggestion
of tho commission A number of represen-
tatives of railroads were present

bills pending in congress The bill which
will most likely receive the sanction of the
house committee is presented by Hatch

trado a system dealing in ficti

to market the farm products of the country
we must have new methods Yet we mar-
keted more breadstuffs and pork relatively
to the population ten years aco before this
method came into vogue than today If
wo were then able to market products
without these methods why cant we now
They tell ns we cant do it without money
but there is no more wealth relatively in
the country now than ten or fifteen years
ago Recently one of the bankers of Chicago
told mo there was more money tied up in
margins than would pay for the entire visi-
ble and invisible supply of wheat three
times over If wheat brought L70 per
barrel in Britain for nine years ending
in 1S74 why should it not bring a
good price now with lessened product
per capita It Is because of the offering of
unlimited ficticious amounts on the mar-
kets without any regard to the real pro-
duct As a matter of fact prices of grain

are frequently made in Chicago by three or

or the Washburn bill in the senate will
either of them put a stoi to this practice
The committee on agriculture have hau
hearings daily on the subject for a week
audience being given to representatives on
both sides of the question

board of trade spread before the committee
a voluminous memorial in opposition

memorial are that boards of trade are essen-

other monotonous day in the discussion of
rules and it is now evident the first two
months of the session will closo with the
rules of procedure of the Fiftysecond con-
gress still unsettled The progress made
today was very slight but it was marked
by one significant event the adoption of
the amendment proposed by Dingley of
tho Republican side and supported by
exSpeakor Reed This amendment too
is one of tho most important thus far pro-
posed to the committees report as it pro-
vides that all senate amendments to
houso bills other than appropriation
bills shall be considered as soon
as laid before the house by tho speaker
This is considered an important step
towards practical expedition of lesis
latton and no stronger evidence of
a disposition to consider the rules in a non-
partisan spirit could be afforded than in tho
general support which tho amendment of
Dingley and Reed today received from the
Democratic side
Pending tho moion this morning that by
Bcatner of striking out tho clause per-
mitting general legislation on appropriation
bills provided after long debate bein

The public printing bill then came up and
was amended by adding the words but tho
provisions of the eighthour law shall ap-

martial of Major L C Overman of tho
army engineering corps opened in Hollenden
this morning Major Overman was
arraigned and the specifications read to him
charging him with appropriating to his own
use certain sums of money Tho first charge
was for embezzlement and violation of
the articles of war The second charge
contains several specifications and accused
the major of making false vouchers and
certifying them to be just thus defrauding
the government of different sums
In effect he is said to have
bought all sorts of household goods
for his own use and charged them to tho
government as supplies of various sorts
His counsel aro making a hard fight for
him interposing objections on every tech-
nicality and the trial promises to be long
and hotly contested

exSenator Tabor introduced the following
resolution wtiich was unanimously agreed
to On account of the unjust discrimi
inations against the use of silver in the
money currency of the world and
because of the timidity of the great
political parties to take a de-
cisive stand upon the question of silver
coinage therefore be it resolved by the
Chamber of Commerce and board of trade
of Denver that all political parties be
and are hereby urged to declare
in favor of bimetalic coinage at all their
conventions great and small and to instruct
their delegates and representatives to use
all honorable means for insertion in
their state and national party platforms or
a pledge for free and unlimited coinage
of silver Resolved that all
commercial organization throughout the
United States be and they are hereby re-
quested to cooperate in this good cause
which we believe to be for the interest of
the whole country

Withers cashier of the San Antonio na-
tional bank shot and instantly killed him-
self this forenoon in the upstairs of the
massive bank building on Coramsr Je street
Mr Ferdinand Harff assistant cashier
stated that CoL Withers came down to tho
bank this morning at the usual hour and
began his work About 10 SO oclock ho
left his desk and went up stairs where
there is u large vacant room with only a
worn lounge and an old table Shortly af-
terwards he hard a pistol shot and ran up
only to find the dead body of Col Withers
stretched on the lounge wih blood oozirg
out of a wound in the right
sido of his head just above and back of the
richtear Death was instantaneous A

cause and was appointed adjutantgeneral
of the Southern army and was on the staff
of Piesident Jefferson Davis He was u
classmate of Ulysses S Grant and was at-
one time stationed with him at
Van Couvers Island Ho had
been cashier of the San Antonio
bank for twentytwo years and was identi-
fied with many public enterprises Ho
leaves a wife four sons and two daughters
One of the daughters is married to the cel-
ebrated Seminole scout commander Capt
J L Bullis of the regular army

is growing in the minds of the people here
that Stanislaus Padlowesky better known
here as Otto Houser the Russian nihilist
and assassin did not committco suicide as
he has been commonly supposed to have
done and as is stated in the coroners ver-
dict rendered by Justice Antono Adam The
police officer who discovered tho body in
Maverick park states that he was im-
pressed at the time with tho belief that tho
man had been murdered as the relative po-
sition of the body and revolver indicated
that it was not a case of selfdestruction
This was not brought out at the inquest
however and the officer did not speak of
his suspicions

has written to Justice Adam for all the
papers that Houser was supposed to have
Justice Adam will reply that none whatever
were found on the body nor among his few
personal effects at his rooms
Fritz Koepee tho bosom friend of Houser
states that the deceased carried a bundle
of papers in his pocket These were cer-
tainly stolen If he was murdered the as-
sassin took them from his pocket The
pistol found by the side of Houser was of
44calibre and had the stamp of the dealer

cartridge on the track and this morning at
5 oclock tho Wood Run all night

explosion was felt several miles
The perpetrators of tho crime have not
yet been arrested It is thought detectives
have obtained a clew but they refuse to

citizens of Sweetwater were entered by one
man that is there was only one man
that entered each place He stole nothing

about tho bed before he was frightened

As close investigation has been made to-
day as could be quietly dono and
tha right parties it is believed
have been identified and from
the expressions heard and appearance
of things it is quite likely that tonight will
be one long remembered by one if not two
negroes in town if they are found to be

near Pineville was killed today
A posse of the Parton faction who
have a warrant for Turner went to
Turners stronghold and surroundered it
They found Turner and Sharpe in tho
house Turner called his fol-

came involved in a row in some of the dives
that infest that part of town and was hurt
and thrown out

Morris the principal owner and director of
the Louisiana state lottery company will
give notice in the newspapers tomorrow
morning that he intends to withdraw his
proposition for the recharter of the com-
pany to wind up its business and retire
from the field when its charter expires in
1S94The
The action is tho result of the decision of
the United States supreme court declaring
the constitutionality of tho antilottery
postal law which shuts the lottery company
out of the mail and prohibits it from sendinc
any circular or tickets through the mail and
prohibits and punishes under a heavy pen-
alty the sending of any newspaper contain
inir notices or advertisements of lotteries
Mr MorrU says that he is a lawabiding
citizen and intends to obey the law and
since the supremo court declares that tho
antipostal act is constitutional it precludes
him from using the mails for the purpose of
carrying on his business This so cripples
the business that it is impossible to carry it
on and pay the state of Louisiana a license
of 1250000 a year as the amendment
extending the charter of tho com-
pany proposes without actual loss
to tho stockholders thereforo for
himself and the six associates he will de-
cline tho proposed amendment extending
the charter of the company for twentyfive
years and even should the peoplevote for
that amendment and extend the charter he
will refuse to accept tho proposition
This ends forever the great lottery
which has been waging in law for the past
two years and which has brought about
a serious split in the Democratic party
and the nomination of two Democratic
tickets The contest has been waging for
nearly three years and the lottery com-
pany Is popularly reported to have expended
between three and five million dollars
in the contest The proposition as it was
submitted to the legislature was to pay
1250000 a year for an extension of
its charter for twentyfive years
After a brisk fight iu the legis-
lature this proposition was carried A-
long campaign followed which resulted in
tho success of the prolottery men
who received a majority in the
Democratic convention The oppo-
nents of tho lottery bolted and there
were two conventions one nominating Mc
Enery for governor as a straight Democrat
tho other Foster as an antilottery Demo-
crat The action of Mr Morris
settles the question beyond the
possibility of resurrection
In order that the amendment may be sub-
mitted to the popular vote the lottery com-
pany must file thirty days before the elec-
tion a bond forS500O00O Mr Morris will
of course refuse to file this now and there-
fore cannot accept the offer of an extension
of the charter and indeed it is doubtful if
tho votes cast in favor of the lottery
amendment would count
It is not certain what the effect of Mr
Morris action will bo politically Tho
antilottery Democrats offered to make no
nomination to retire altogether from
the field and let the prolottery men
have all the officers if they would
adopt a resolution declaring against tha
lottery Whether they will do so now that
they have held their convention and nomi-
nated their state ticket is doubtful
