respect for him and spurn him as a rcpudi
ator In all my professional experience I
have known of only two who did this act
and they have suffered under the frowns of

as an illustration of tho utter contempt tho
people of this state have for any act savor-
ing o dishonesty
I feel confident that in time every public
security whether city county or state
issued for a just consideration and not in
fraud will bo paid

pendent tariff reform paper with a
strong mugwumpian flavor to its poli-
tics It is able however to appreciate
the tactical advantage of the tariff
policy adopted by the Democratic lead-
ers in the house It says

modifying the tariff on given articles has
been adopted by the ways and means com-
mittee instead of tho policy of asingio
general tariff hill The latter was tho
Mills Idea tho former tho Springer idea
As a matter of policy we believo the
Springer idea tho better If the house
Backs it up not only will tariff reform be
put forward us a living issue to be fought
for but actually somo legislation may bo
achieved for it It would put the Republi-
cans in a very awkward position to kill a
measure which proposed to reduce the
tariff on a certain article or put it on tho
free list The issue would not be compli-
cated with a change on many articles giving
opponents as a reason that to secure a
particular good they must do a general evih
Tho separate Dill procedure would make
each effort stand for itself It would
compel an answer for example to tho
question of free wool or taxed wool inde-
pendently of general belief in protection
So as a matter of policy this method is a
wise one and it is to bo hoped that Speaker
Crisp will lend himself to it and thus give
the Democratic party a chance to go bofore
the county on this issue in this way

TEXAS AT THE WORLDS FAIR
Texas grand old Texas Wo are
proud to live in such a magnificent
commonwealth We have only to look
to the past history and after carefully
comparing the past to tho present
imagine the luture possibilities of our
greet state Just think only a few years
ago Eastern people referred to Texas as-
a cattleraisin country unfit for agri-
culture and besides it was spoken of
as a lawless region where the pistol
and bowieknife reigned supreme This
was doubtless true to a great extent as
is generally the case in all new
countries but such is not tho Texas of
today
Instead of tho vast pastures and im-
mense herds of cattle and the scanty
population of a few years ago we now
have beautiful towns and cifc o3 inhabited
by a thrifty and thriving population sup-
ported by as fine an agricultural
country as can be found in the world
The past few years have disclosed tho
fact that our country is blessed in un-
limited mineral wealth not only iron
tin and lead but gold and silver which
is awaiting development Manufactures
of every description are already spring-
ing up in every town most of them
however being branches of Northern
enterprises but the fact that their
capacities aro being increased from
time to time goes to show that they are
prosperous beyond doubt
In a word the resources of the state
aro boundless Texas needs develop-
ment She needs more peoplo and
more money more people to cultivate
her millions of acres and more money
to lay the hidden treasures of her
numerous mines before tho world
Tho district and state fairs held
from year to year over the stata
not only surprise those visiting from
other states with their varied and ex-
tensive resources but actually tho
oldest settler wonders at the resources
of his own state
W ile our state fairs have done much

toward the settlement and development
of the state it has served more to show
the advantage of one locality over
another and not the advantages of tho
state taken as a whole oyer our sister
states
We wantto havo our resources set
by the sideof those of tho Northern
tho Southern the Eastern and the
Western states
TheWorlds fair offers this opportu-
nity and it remains with us to see that
it is done As Texas is thelargest state
in the Union it follows that she should
fhave the most extensive exhibit at Chi-
cago and she will havo it
Thousands of dollars have already
been subscribed and the peoplo arc
thoroughly alive to their interest Wo
should show the peoplo in tho East that
they have a rival in Texas and we should
let our sisters in the North and West
know that the little empire bordering
on the coast of the gulf of Mexico and
lying just west of tho Mississippi river
is a power within itself
The Worlds Columbian exposition
promises to be one of the grandest ex-
hibitions that our country has ever
given Mr Dickinson the worthy
secretary of this great enterprise
is wo believe a native Texan jrad
is doing all in his power to havo
our products and resources thoroughly
represented The ladies over tho state
under the efficient management of Mrs
Ryan of Austin aro accomplishing
much toward raising funds
The school children have been given
an opportunity to contribute their little
mite and it is remarkable to observe
the interest taken by tho little ones
Wo should not rest until ample funda
have been subscribed to place before
the world in 1893 the grandest state
exhibition that has ever been seen
America
in
LIGHTEN THE MUKDEN
That tho times are hard and money
difficult to get hold of that there aro
many unemployed who have no income
that the next few months will bring
work to thousands and make money
easier to obtain these truths are un-
deniable and they may be taken for the
major premise of tho proposition about
to be submitted by tho Gazette
That proposition is that the city
council extend the time for tho pay-
ment of city taxes until the first of
July
The recent sale of funding bonds has
put money in the treasury sufficient to
meet tho most pressing demands up to
that time Why should the peoplo be
oppressed to pay taxes into the treas-
ury and let the money lie in bank
for months without being needed It
will be doing its proper service in cir-
culation but being taken from thetax
payers and put in the treasury it will
be there until called for and contract
tho local circulation to that extent
A great many poor people in Fort
Worth own their homes on which they
must pay taxes They are out of work
and cannot raise the money to satisfy
tho collector Tho penalty of delin-
quency may bo imposed and their
homes may be sold for taxes costing
them several times the amount of tho
taxes to redeemthem With the be-
ginning of work on the waterworks
tho city hall the ward school buildings
and other enterprises that are on hand >
these men will get work and will soon
be able to pay their taxes and escape
penalty
Not alono justice and mercy call for
staying the hand of tho tax collector
but the public welfare also Tho taxes
are heavy and burdensome They will
be paid when those who owoj them can
get the means to pay But to forco
their collection now is an oppression of
men who aro already oppressed by
poverty
Gentlemen of the council lighten
this burden by giving tho people more
time to pay their taxes

raised dissensions in his party instead of
allaying them He alienated from himself
the most influential and sagacious of his
partys leaders Ho was renominated on a
platform dictated by himself and was
beaten losing his own state by a consider-
able majority
We mean to do the fullest justice to Mr
Clevelands good qualities Tho real ques-
tion is not whether ho Is a good man nor
even whether as his fool fnends assert he
is a braver or a moro honest or a more sin-
cere or a moro dutiful man than all the rest
of us Ho may be the best man in the
world and yet it might not be prudent or
proper for the Democratic party or for any
party to renominate bhn The real ques-
tion is whether he can carry his party to
victory and whether ho can bo depended
on to so manage its affairs as to then keep
it in power
If we thought he could do that we should
favor his renomination vIt is because we
do not believo hecould or would doit that
we havo been frank enough to advise tho
party to discuss other candidates

the newly discovered silver mines in this
county but your reporter has refrained
from makfcg any note of the matter until
developments would justify us in carry
ing the news to Hannah and we aro n
proud to say that the discovery of silvern
paying quantities is no longer problemati-
cal but a real existing fact and that East
land county is entitled totho appellation of
tho Silver regions of Texas
Tho hills throughout tho county are full
of minors and prospectors sinking shafts
here and there and tunnelling into this
mountain and that mountain But not hav-
ing had an opportunity to visit in person
any of tho mining regions except tho Silver
Pass mines situated at Olden fivo miles
east from Eastland City we will only speak
of these mines in this communicatipn The
Silver Pass mining company is a regularly
incorporated institution with W A Grice
president W J Godsoy vicepresident
and general manager Georgo Moss treas-
urer and W M Godsey secretary The
company can command near 1000000 if
necessary Thoy are sparing neither time
nor money in the prosecution of their work
in development of the rich ores of tho Silver
Pass They havo had a numbcrof assays
made of tho ore by one of the best asayists
in the United States which has run from
30 to 7185 per ton Thoy have a smelter
on tho ground the first one that your re-
porter ever saw that cost 19000 and has
a capacity of 100 tons of rock per day They
havo as many hands as can possibly work
on the ground preparing a place to set tho
plant and will have tho machinery running
in full blast in a few days Just abovo tho
smelter on a beautiful plat thoy havo an
other large body of hands who aro making
a tank that will cover twenty acres of land
This company now havo threo mines open
and they have so arranged thesmelter
thoy will have a gentle inclino from
tunnel to the plant which will enable them
to deliver the oro at the plant with but
little expense
In the near future will give you further
details The Silver Pass mining company
aro not seeking cheap notoriety They
havo the money brains experience pluck
and energy to take cpro of themselves and

empty promises Tho Radicals ho said
wero specially ready to assure voters they
could obtain ineasures at the expense of
their neighbors and the eighth command-
ment The evil arising from multiplied
local bodies was overlooked by tho advocates
of parish councils Ho himself assisted in
work of creating county councils and prob-
ably would bo responsible for the forma-
tion of district councils bnt ho could
not approve of the council in
each parish He commented on
Chamberlains oldage insurance measure
and said he was hopeful this scheme would
remedy the distress prevailing amonir
tho working classes It would
be effective however only when
carried out on sound business principles
It must cot impose serious burdens
on tho rest of the community
nor involve presents of public
money The government would assist
the scheme if it was found practicable
Another remedy was the creation of small
rural holdings which the government
trusted would confer great advantage by
relieving the sufferings of the poorer
class The existence of small holdings
would provide the strongest bulwarks
against revolutionary changes ilre

question of the hour in which would rest
the issue not only of the next election but
perhaps others and ho appealed to the
country to uphold the Union

ered to establish his identity The horrible
