is reflected in the rent collect-
ion experience of the Housing
Authority of Cooper.
In the past twelve months
total rent charged $9,361.84 and
this amount was collected. This
is a three year record that rent
collections has been 100%.
Other evidence of business
management is the Authority’?
rigid practice of investing ex-
cess funds in banks and approv-
ed government securities. In
1962 the Authority earned
$271.78 from such investments.

are audited each year by a Puc-
lic Housing Administration Au-
ditor. The operations during the
year just ended have not cron
audited, but according to the
Audit Report for 1959, 1960 and
1961 NO EXCEPTIONS
taken. This also reflects
management.
Low-income families must
meet certain eligibility require-
ments in order to rent an apart-
ment from the Housing Author-
ity. The local Board has set
these qualifications for Cooper:
1. Must qualify as a family.
IA family is composed of at least

marriage, or adoption, living
regularly together.
2. Residency. Who at the
time of application are living in
dwellings which are unsafe, in-
sanitary or overcrowded or,
actually without housing or,
about to be without housing or,
to be displaced through action
by any public body or court as
the result of an improvement
program.
3 Housing Need. Prefer-
ence will be given to those hav-
ing the most urgent housing
needs. The applicant’s status as
a serviceman or veteran, size of
unit required for the family,
rent which the family is to pay.
4. Whose net family assets
do not exceed our approved
amount.
5. Income. Maximum in-
come limits are established for
admission and continued occup-
ancy. _

This was announced by Mrs.
Marie C. McGuire, Public Hous-
ing Administration Commsson-
er, Washngton, D. C., who said,
“Our occupancy records, as
supplied by Local Housing Au-
thorities throughout the United
States, indicate that the 500,000
apartments, created under the
program, received a tenant on
March 28.”

lion mark in public housing,
Commissioner McGuire pointed

done much to meet the housing
needs of our citizens of the low’-
est income. As specified in the
legislation, ‘safe, decent, and
sanitary housing,’ has been pro-
vided some 7,000,000 persons
with income that did not permit
such housing in privately-owned
dwellings.”
Currently, low-rent housing is
occupied by more that two mil-
lion persons, including an esti-
mated one million children and
some 124,000 senior citizens. The
program houses slightly more
than one percent of the Nation’s
population.
An estimated 35,000 new units
of public housing of all types
are expected to go under con-
tract in fiscal’ 1963, compared
with 30,000 this year. Actual
spending for new public hous-
ing in fiscal 1963 will total $192
million.
