Washington, April 24.—The Texas
temperance law was today held un-
constitutional by the United States
Supreme Court
This law fixed a prohibitive tax
on liquor dealers who shipped liquor
on a cash delivery (C. O. D.) basis.
Moat people have had an idea that
the C. O. D. shipping privilege had
been entirely done away with, but
his was not so. However, dealers
"■'ho desired to take advantage of
■ his privilege were required to pay
•" very heavy tax for such a permit.
his is the question that has today
been settled by the Supreme Court,
: nd the settlement is in favor of the
quor dealers.

There the presence of Villa at San
Miguel, about sixty miles southeast
was ascertained. General Pershing
rushed out three columns to catch
him. Poor guides and a railroad ac-
cident icsultcd in the failure of
these three iron fingers to close about
Villa there. They missed him by
barely twenty-four hours.
Villa Warned and Escaped.
Next, pursuing columns were sent
secretly through the mountains to
catch him at Namiquipa, about 225
miles below the American border. He
was warned and escaped through the
mountains to the east. The fourth
phase then developed when Colonei
Dodd, at General Pershing’s orders,
took the “string of the bow,” a
straight lino southward, west of the
“arc of the bow,” a longer route
east of the mountains. This surmise
of the American staff proved cor-
rect, enabling the latter rounded at
Guerrera March 28. Throughout ev-
ery one of these mot es the Americans
received no guidance from Cauranza
military men and lack of guides each
time delayed the pursurers just long
enough to prevent the purpose of
reaching che goal.
After Guerrero began the present
stage, when it was learned that Vil-
