Waterfowl Stamps May Be Required
El Campo Leader-News, El Campo, TX, Wed., June 24,1961 Page 3-B
l*.
If Glov. Bill Clements
signs Senate Bill 709,
waterfowl hunters in
Texas will be required to
purchase a $5 state
waterfowl stamp from
the Texas Parks and
Wildlife Department for
the 1981-82 waterfowl
hunting season.
The stamp would
generate funds for pro-
grams to benefit water-
fowl and their habitat in
Texas.
In a public meeting in
Austin June 11, the Parks
and Wildlife Commission
annonced it will begin ac-
cepting bids immediately
for design and production
of the new stamp and set
a July 15 deadline for bid-
ders.
The action was taken
by the commission to en-
sure that the stamp will
be available for the
1981 82 hunting seasons if
the governor signs the
enabling legislation
After reviewing all the
bidders' qualifications
and marketing pro-
posals, the commission
would award a contract
in tis July 23 meeting.
The original art,
camera ready copy and
any other information re-
quired should be submit-
ted to the Texas Parks
and Wildlife Department,
4200 Smith School Kd
Austin, Tx. 78744
The successful bidder
would assume all respon-
sibility for producing,
promoting and selling
prints of the stamp art
and would pay the
department on a royalty
basis.
The state waterfowl
stamp would be available
from department offices
across the state prior to
the opening of the 1981-82
seasons.
Officials stress that the
state stamp would be re-
quired in addition to a
valid hunting license and
federal migratory bird
stamp which can be pur-
chased at post offices
Senate Bill 709 speci-
fies that funds accrued
from state waterfowl
stamp sales may be spent
only for “research,
management and protec-
tion of waterfowl, for the
acquisition, lease, or
development of water-
fowl habitats in the
state.”
However, it also em-
powers the Parks and
Wildlife Commission to
make grants if it so
desires to appropriate in-
ternational nonprofit
organizations “for the
purpose of acquiring,
developing and maintain-
ing waterfowl propaga-
tion areas within the
Dominion of Canda that
provide waterfowl for the
Central Flyway.”
