Amendments-
(Continued from P*** i)
Gov. John Cutmelly is the
principal backer of the parks
hood issue. Last December
be unveiled a 10-year plan for
acquiring and developing
150,960 acres of recreational
Lands and historical sites. This
would more than triple present
state park acreage and open a
variety of new facilities tor
outdoor recreation.
Only opposition to the amend-
ment to date has been based
on the $1 a car park-entry
fee, initially proposed by Cau-
rally to finance the vast pro-
gram; and scattered complaints
that facilities included in the
governor's master plan do not
adequately serve some areas of
the state.
He Is eipected to spearhead
an intensive toll campaign-
supported by parks, recrea-
tional and outdoor groups--to
pul over the bood issue.
The veterans land amendment
would add another $900,000,000
to state bunds previously au-
thorised and through which
35,JOG veterans have purchased
torn and ranch properties at
low interest rates spread over
a 40-year pay period.
This ameadment would raise
the amount which could be bor-
rowed unitor the program from
(7,500 to $10,000. The program

Proponents emphasise that,
while thousands of veterans
have bene fitted from the pro-
gram, It has cost the state no
money and actually has turned
a profit of $2,500,000 a year
while providing an upended
land market.
Opposition has adopted the
argument that U is aotthehmc-
tioa <* the state government to
engage In toe loan business and
that veterans have had plenty at
time te participate. Sum also
r<ni»nd tmt "cheap money" in-
vitee purchases of land not
seeded and which will not be
pat to productive use.
Amendment e* specifies that
the legislature, m providing for
creation at bospttal districts,
does not have to require that the
districts assume fall responsi-
bility for community mental
health aad retards turn centers
and services. R would permit
cities and counties to levy taxes
and issue bunds for such ser-
vicer. Subdivisions withisex-
istlng districts would be auth-
orised to do so imlesa statutes

Congratulations to the pan-
thers and their coaches for a
< fine game agaiast the Bishop
Badgers. We lost the gams bat
tbs spirit to which it was played
made the loss easier to take.
I do not always get to con-
gratulate the boys individually
for the games they play, so I
would like to take this means
to do so.
I think I not only speak for
myself but most of the people
in the stands.
Thanks again for some fine
football games this season.
