Chamber Board of Commissioners
City Hall, City of Abilene, Texas
The Board of Commissioners of the City of Abilene, Texas met in regilar
session Friday September 18, 1931 with Mayor York present and presiding.
Commissioners present, Sammons, Johnson and Womack. Commissioners absent,
Morrison.
The minutes of the previous meeting were read and approved.
PAYROLL & VOUCHERS!ommissioner Womack made a motion, duly seconded and carried, that
APPROVED all payrolls presented and approved £or payment and all vouchers Nos.
3051 B to 3087 B, inclusive, be allowed and ordered paid. All Commissioners
voted "Aye”.
PAYMENT OF CITATIO^rnmissioner Womack made a motion, duly seconded and carried, authori-
XN LUHN zing the City Secretary to issue a voucher for $2,40 out oi the General iund
q^SE in favor of the Citizens National Bank for draft drawn by H. A. Hood, Sheriff,
for Citation in the Luhn Case. All Commissioners voted "Aye".
PASTURE CATTLE- Commissioner Sammons made a motion, duly seconded and carried, that
C .M .CALDWELlMr • C. M. Caldwell be allowed to pasture 150 head of cattle for 50^ per
head per month, payable in advance. All Commissioners voted "Aye”.
VOUCHER TO WEST By motion of Commissiomet; Womack, duly seconded and carried, the City
TEXAS UTIL. Secretary was aithorized to issue vouche rs in favor of the West Texas Uti-
FOR AUG. lities Company for Gas and Electric Services for the month of August 1931
SERVICES as follows: General Fund - #3,605.21; Airport Fund - $32.00; Parks
Fund - $10.36; Street & Bridge Fund - $7.40. All Commissioners voted
"Aye".
TAXES-LEVY FOR
1931
The following Ordinance was read before the Board:
AN ORDINANCE LEVYING THE TAXES FOR THE CITY OF ABILENE, TEXAS K)R THE
YEAR 1931, AND EACH YEAR THEREAFTER UNTIL OTHERWISE ORDAINED AND SPE-
CIFIED: PROVIDING FOR THE ASSESSMENT AND COLLECTION THEREOF, RE-
PEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH
AND DECLARING AN EMERGENCY.
By motion of Commissioner Womack, duly seconded and carried, the
above Ordinance was passed on its fir s t jpeadin g. All Commissioners voted
"Aye".
By motion of Commissioner Womack, duly seconded and carried, the rule
was suspended and the above ordinance was passed on Second and final read-
ing. All Commissioners ad ted "Aye”.
The Following ordinance was read before the Board:
AN ORDINANCE REGULATING SOLICITING FOR CHARITIES OR FOR PERSONAL OR
FAMILY AID, REQUIRING A PERMIT, AND PROVIDING A PENALTY.
REQUIRING PERMIT
TO SOLICIT FOR
CHARITIES
By motion of Commissioner Womack, seconded by Commissioner Johnson,
the above Ordinance was passed on its second reading. All Commissioners
present and Mayor York voted "Aye”.
APPOINT 3 HIGH Commissioner Sammons made a motion, duly seconded and carried, authori-
SCHOOL BOYS TfDng the Chief of Police to appoint three High School boys at $10.00 per
ASSIST WITH month to assist in directing traffic at the Schools. All Commissioners
TRAFFIC voted ”Aye",
SERVICES OF Commissioner Womack made a motion, duly seconded and carried, that
JOHN HALL- the services of John Hallmark, keeper of Cobb Park be terminated September
MARK TERMI- 15, 1931 and that the City Secretary be authorized to issue a voucher in
NATED favor of him for $40,00 for payment in full of services rendered. All
Commissioners voted "Aye".
COBB PARK KEEPER- Commissioner Womack made a motion, duly seconded and carried, that
L .V. McGUIRE Mr. L. V. McGuire be appointed as keeper of Cobb Park beginning September
15, 1931 at a salary of $80.00 per month. All Commissioners voted "Aye".
POLICE AUTHORITY Commissioner Womack made a motion, duly seconded and carried, that
L.V .McGUIRE police authority be granted to L. V. McGuire. All Commissioners voted "Aye".
