Letter from I. H. Kempner to Galveston Chamber Of Commerce proposing an increase in the responsibility of the county council member. He also asks the county council member to secure pledges from the citizens of Galveston to raise $500,000 for a new building at the Medical Branch of the University of Texas. He suggests that the pledges be made payable in four annual installments. He also believes that the new building is necessary and that the citizens of Galveston will support the project.
