Another facet of this issue is the
fact that this new seminary is another aid
in the preparation of one of the BGCTs
largest future decisions: separation from
the Southern Baptist Convention. Now
wait a minute don't get so excited so
quickly. No plans of this nature are
currently underway but the fact remains
that many are unhappy with the way
things seem to be going in the SBC.
According to Dr. Allen "it is inherent in
the BGCT that it could possibly become
an entity of itself extending past Texas
and becoming a national if not
international organization. There is
nothing in our charter to prevent this
from happening." Dr. Allen assures us.
though that this is only in the event the
SBC were to become "unresponsive to
what Texas Baptists are doing" and that
he doesn't sec it happening if at all for
another ten to twenty years.
In discussing the events at the
BGCT Dr. Allen states "the thing that
surprises me is that what I considered to
be the most important vote to be raised
was not even discussed on the floor."
The vote that Dr. Allen refers to was
over the nomination of committee
members. It was voted that the current
nominating committee made up of five
members of two year terms will now be
made up of ten members appointed by
the executive officers five at a time
every other year. This change greatly

While phone registration is a
possibility in the future Jackson said it
was still several years away. He called
phone registration pointless until
walk-in registration is completely
efficient. He also cited a horror story
about a university that had implemented
phone registration and had problems
with it causing an entire day of
registration schedules to be lost.
Jackson called Howard Payne's
degree plan procedure unique. HPU
students are required to file a degree plan
the first semester after they have
completed 75 ho.urs. While some
schools have no such policy Jackson
described this as advantageous to
Howard Payne's students in order to
prevent anyone form getting to
graduation time before they realize they
have not fulfilled all their requirements.
Jackson said he personally checks
each degree plan in order to keep all
students "on track" and that the
problems arise when students don't file
their plans on time.
According to Jackson Howard
Payne will soon have degree plans
accessible to students through computer
terminals. This will aid students in
tracking their own degree plans.
Privacy is a key issue in today's
society and it directly affects HPU. In

maneuvering in the BGCT as it will
take more time for anyone to fill the
committee with people of their same
ideology. "This was the most important
move to affect the BGCT. It will
prevent politicking and all that's
happening in the SBC" said Dr. Allen.
The most important issue to be
characterized in all of the voting and
debating at the BGCT however was the
issue of cooperation in our convention
especially in the area of missions as was
stated by both Dr. Allen and the BGCT
itself in saying "Reaching a Changing
World is the focus of the BGCT." Let's
just hope that we as Baptists can
continue to make that our focus and stop
devoting all of our energies to secondary'
issues.
Dr. Art Allen discusses BGCT
was passed. Also known as the Buckley
Amendment this act requires that no
information about a student be released
without that student's written consent.
The only exemptions to this act arc
items known as "directory information":
name address phone number
classification degrees earned and date of
birth. However even this information
can be restricted. However a student
must request that it be withheld within
12 class days of registration.
Jackson said that many headaches
arise when students request any
information without a signature.
Contrary to opinion this act also
applies to minors as long as they are
attending a post-secondary institution.
In 1991 the Buckley Amendment
was again amended to include the "Right
to Know" and the "Crime Awareness"
Acts. The "Right to Know Act" requires
that any student or prospective student
at a university be given access to that
school's graduation rate. The crime
Awareness act requires all universities to
report any crime that occurs within one
of seven categories (including rape and
drug abuse) to the Office of Education
every July.
Jackson has spent 23 years at
Howard Payne. His positions have
included professor of biology assistant
'registrar academic dean vice president
of academic affairs dean of arts and
sciences and professor of computer
science.
In his present position as registrar
it is easy to see that Jackson has his
hands full. After listening to just a few
things he must keep track of in his daily
responsibilities the term "fox that
guards the henhouse" seems very
appropriate.
