Hispanics In Europe
A La Grulla native has been busy in
Europe in recent years trying to aid
Hispanics in fighting discrimination and
developing their capacities to the max-
imum.
Mrs. Tomasa Guzman-Michaels serves
as the Hispanic Employment Program
Manager. She describes her re-
sponsibilities this way, "I help Hispanics
get representation in the U.S. Federal
Service in West Germany and help resolve
discrimination complaints...I think His-
panics, in Europe as well as in the U.S.
have difficulties Uat need to be dealt
with." The HEP Program is an integral
part of the Equal Employment Op-
portunity Program.
She adds, "I spend a lot of time
encouraging Hispanics to further their
education and be more assertive and
aggressive in developing their careers and
talents." She deals with Cubans and
Puerto Ricans as well as Mexican-
Americans at the Greater Stuttgart
Community Military center, an Army
outpost.
Guzman-Michaels provides help to His-
panics in all three military services. She
just finished the third year of her five-year
stint in Europe. Her husband, Norman
Michaels, originally from Los Angeles,
serves as a captain in the U.S. Army's
Signal Corps.
Guzman-Michaels recently represented
the HEP program in the recent LULAC
convention in El Paso from June 21-24. She
has been visiting her native soil of La
Grulla in recent weeks, and is set to head
back to Europe on Friday.
She serves as President of the Federa-
tion of Latin American Clubs of Europe,
which is comprised of 60 clubs. None of
these clubs exist behind the Iron Curtain,
of course. She aids Hispanic servicemen
mostly through this position.
Guzman-Michaels is the daughter of
Adelina Guzman and the late David
Guzman of La Grulla. She graduated from
Rio Grande City High School in 1970 as one
of the ten highest ranking students
academically. She and her husband have
one daughter. 9-year-old Michelle, and one
son, 7-year-old Ruben.
Joe David Smedley and Olga Leticia Guerrero, both of Rio
Grande City, will exchange wedding vows at 5 p.m. Saturday,
July 14 at the Immaculate Conception Church in Rio Grande
City.

Chapter I Summer
Program In Full Swing
It is being announced that Olga Leticia
Guerrero and Joe David Smedley, both of
Rio Grande City, will exchange wedding
vows Saturday, July 14, 1984 at 5:00 p.m.
at the Immaculate Conception Church in
Rio Grande City.
The bride-elect is the daughter of Mrs.
Enedina G. Guerrero and the late Mr.
Ramiro Guerrero of Rio Grande City.
Olga is a 1981 graduate of Rio Grande City
High School, and she is presently a senior

at Pan American University where she is
majoring in Elementary Education.
The groom is the son of Mrs. Miller
Smedley and the late Mr. Miller Smedley,
also of Rio Grande City. Joe is a 1976
graduate of Rio Grande City High School
and a 1979 graduate of Texas A&M
University where he received his Bachelor
of Administration degree in Marketing.
Since his graduation, he has been
employed at Starr Produce Company, Inc.
in Rio Grande City.

The Chapter I Regular Summer Pro-
gram is stressing strictly academics for
the first time, and its administrators and
others believe that it is now much more
effective and beneficial because of the
change.
Joel F. Salinas, the Chapter I Program
Coordinator, said, "We are reinforcing the
basic skills - Math, Language Arts, and
Social Studies and Science also." One of
the program's chief objectives is to furnish
students who failed a course the opportuni-
ty to regain lost ground academically. The
students, notes Salinas, must meet all the
academic criteria, and their teachers must
certify to that effect.
Salinas said that there are about 340
students enrolled in the program, which
covers from fourth through tenth grades.
He said that introducing them to the
computer is one of the program's chief
aims.
Rolando Garza, head of Ringgold Jr.
High's Mathematics Department, is
supervising the computer instruction. He
said, "All the students show a lot of

enthusiasm and eagerness to learn." The
students are utilizing the TRS-80 computer
and taking lessons in pre-algebra and
Basic Mathematics with the focus placed '
upon remedying student weaknesses. The
students are also taking Computer
Assisted Instruction (CAI) courses.
Garza added, "We have the latest aiiii
best equipment, and students are learning
basics." The host computer "downloads'
programs to all 16 units, enabling all 10
students to work on different programs if
they wish. Information is stored in 51 inch
diskettes. ^
At the junior high level, Mrs Noelia L W
Cortez, who is in charge of the library
during the summer, says both students and
teachers are really utilizing the library in
a big way. Teachers, she says, frequently
bring their classes to the library for study
and research. She said of the facility's
audio-visual equipment, "You name it.
We've got it. We're very well equipped "
The head of the Junior High English
Program, Mrs. Abby Vela, says her main
goal is to develop and broaden the
vocabulary of the students. To this end £
antonyms, synonyms and homophones are ™
being stressed. Also, students are being
taught how to get the most from a book
they read.
Joel F. Salinas, the program
coordinator, and Registered Nurse Imelda
Ramon comprise the Summer Program
Administrative staff. Salinas says Rio
Grande City High Principal Ruben Saenz
has played an invaluable role in making ^
the summer program work V
At the high school level, principal Ruben
Saenz said, "We are pleased beyond
expectation at the student turnout and
parental response." A total of 78 students
are enrolled for the high school summer
program for ninth and tenth graders He
added, "There are no frills, strictly
academics."
Saenz terms this year's summer pro-
gram "a forerunner of things to come"
due to the toughened academic standards
now being demanded by the state M
legislature at the special session. He notes
that this fall's incoming freshman will
have to garner 22 credits instead of 20 to
graduate.
Ernestina Trevino, the head teacher for
the high school summer program and the
head of the Rio High English Department,
said, "This program is really helping the
students." She said that the low (10-1)
student-teacher ratio makes individualized
instruction far easier a
