RESOLUTIONS
WHEREAS, Joe Chapman returned to Sulphur Springs in 1951 to open
his law office; he was first elected to the Texas House of Representatives
in 1952, serving from 1953 until 1965; he served on numerous committees
and was chairman of the Judiciary Committee and a member of the Texas
Civil Judicial Council; and
WHEREAS, During his years in the Legislature, Judge Chapman was
known as a scrapper, a man who fought long and hard for what his con-
stituents wanted and needed; he was a most sincere and conscientious
public servant who never hesitated to advocate what he considered to be
in the best interests of the people of the State of Texas; and
WHEREAS, In January 1965, Representative Joe N. Chapman was ap-
pointed by Governor John Connally to succeed the late Judge L. L. Bow-
man, Jr., as Judge of the 8th District Court for Hopkins, Rains, Delta and
Hunt counties; his longtime interest in the improvement of the judiciary
and his service as chairman of the House Judiciary Committee gave Judge
Chapman a great respect for his office and enabled him to be one of the
most able district judges in Northeast Texas; and
WHEREAS, The outstanding career of Judge Chapman was marked
by his great zest for life and his dedication to the affairs of his con-
stituents and laws of the State of Texas; and
WHEREAS, Members of both Houses of the 62nd Legislature wish to
join in honoring this respected former legislator and servant of the people
of Texas; now, therefore, be it
RESOLVED by the House of Representatives of the 62nd Legislature,
2nd Called Session, the Senate concurring, That the Texas Legislature pay
tribute to the memory of Judge Joe N. Chapman and extend sympathy on
their great loss to the members of his family: to his wife, Mrs. Idell Chap-
man; and two sons, Joe N. Chapman, Jr., and James L. Chapman; and, be
it further
RESOLVED, That official copies of this Resolution be prepared for
the members of his family, and that when both Houses of the Legislature
of the State of Texas adjourn today that adjournment be in memory of the
Honorable Joe N. Chapman.Price
