Tho occasion was tin effort of membcis

best n ml dealing with the cxtrava-

ago and the improvements introduced
by the first democratic House was eu-
tircly at home. No man is more fa
miliar with this subject than he. The
impression ho made yesterday was re
markable. The rules by tho way will
probably be adopted this week.

John Bright tho famous English
taiMmai
statesman and reformer has always
proved himself cu ardent and coura
geous friend of the Uoited States. Ho
stood bravely by us throughout tho
long period of our Civil War ; and in
tho days that seemed darkest to the
Union bo never failed to utter the
most earnest hope and belief in its fin
al triumph. Many times in Parliament
ho baa favorably oompurcd our institu-
tions with tlioso of his owd country
and has urged the English to follow
our example and ho has done this
tliouch bo well knew that by so doing he
would arouso all tho pride r.nd jealousy
of bis countrymen and bring down
sneers and often obloquy upon himself.
Mr. Bright has unco more recently
given eloquent testimony to bis faith
in and admiration of the United
States. Oa tho return of his friend.
Mr. Potter M. P. to Rochdalo after a
visit ou this side of the Atlantic a
large mooting was held to welcome
him back ; and Mr Bright then took
occasion to call the attention of En-
glishmen lo many features of American
politics and society.
He did not hesitate to draw a pnral
lei betwecu iiKiuy aspects of our condi-
tion and that of Enuland to the dissd
vantage of tho latter ; and this from a
sincere desire not to deride his coun-
trymen tut to improve and better
them.
Ho pointed out how vast is our
territory showing that the single State
of Texas is larger than all Germany
Austria or France and that the three
States and Territories of California
Dakota and Montana aro each larger
than Great Britain and Ireland united.
Yet while the standing armies of'these
European nations are couutcd by hun-
dreds of thousands our own enormous
territory is kept ic order and very
good order too by a little force of
twenty eight thousand men. "It is net
maintained' ho said 'for tho purpose of
wa.t abroad nor for suppressing liberty
at home ; yet there is no country that
is more universally respected through-
out the whole globe or in which the
laws aro better observed and order
maintained thau iu the United
states of America."
Mr. Bright predicted that met) still
in the prime of life would yet see our
population reach one hundred millions
and ho pointed to tho important fact
that the emigration which does so
much to give our increase in numbers
and yield our prosperity is in conse-
quence of 'the foolishness of European
peoples and governments." The ex-
travagant expenditures tho grinding
taxation harsh and enjust laws reck-
less foreign policy "laws which bind
up tho land" all these things which
exist in Europe force multitudes to
seek ou the new contineut relief from
oppression and to exist and to risfa
Russian intolerance the German mil-
itary system and tho British land
monopoly are sending thousands to
this country to fill up and utilize its
vast area.
Mr. Bright spoke also of the eighty
thousand miles of railway in this coun-
try aud the great effort made to abolish
davery-'a crime' as he said 'not the off
