son other than the interests-of the
government- according to a statement
froni Secretary of. War Baker to the
southern department headquarters
here.
It was admitted by army officers
that this ruling practically closes tho
door to national guardsmen desiring
to leave the- service for various rea-
sons. Included in the order was tho
explanation that "granting all re-
quests made by business and profes
sional men for discharge from tho
service would disorganize many na-
tional guards units and should ser-
iously Impair the efficiency of the
service"; and further that favorable
action on individual applications
would be construed as discrimination
against others whose applications had
been refused.
The Information was-also given that
it was impossible for the War Depart-
ment to definitely say when the .or-
ganizations of the National Guard
would be returned to their home stations.

carry out its plans for the erection' of
new buildings to meet the growing
needs of the University of Texas
the Board of Regents of that institu-
tion has decided to ask the Tiext leg-
islature for authority to Issue S3.F100-
000 In bonds against the available in
come of the University '
Under present laws the legislature; 1"
ca-n only provide for the maintenance
of the University and funds for build-
ing purposes must.be derived from
its lands and Interest. It is claimed
that these funds do not accumulate
fast enough to meet the growing
needs of the institution The alter-
native is for the lands of the Univer-
sity to be sold. That step however
Is not favored by the regents. .
The plan In view is to Issue bonds.
Interest and sinking fund for which

forenoon in repairing water pipes. A

necessary precautions to. prevent a
damaging of their- water pipes but
