Kids wave goodbye to reading express

Librarian Dolores Greenwald
said this year's summer reading
program was a huge success.
The summer reading pro-
grams are sponsored by Friends
of the Sachse Public Library.
Greenwald said 511 children and
21 teens registered for the pro-
gram.
The program was kicked off
with a pizza party.
The theme program was
Catch the Reading Express.
"The theme was selected by
the Texas State Library which
sends us a manual every year,"
Greenwald said. "The manual
suggests programs and gives us
various materials that will make
learning fun and enjoyable for
children and will bring them into
the library."
The program focused on
keeping children reading during
the summer through theme-
based programs and weekly
activity hours.
"Parents and kids were in the
library all summer," Greenwald
said. "We have a lot of resources
available to help interest the
child in reading throughout the
summer." Greenwald said most
parents want their children to
maintain or improve their read-
ing levels during the summer,
and to accomplish that the chil-
dren need to keep reading.
Kids registered for the pro-
gram and turned in their reading
logs.
All minutes read between
June 5 and July 22 were tracked
on individual reading logs. All
logs were eligible for the door-
prize drawing held on July 29.
Greenwald said everyone who
participated was presented with
a certificate, and awards were
given to the top readers. Rach
reading log entry included the
date, title of the book, the num-
ber of minutes spent reading,
and a parent's initial.
Friends of the Library
President Judith Lensch said the
summer reading programs are
successful because they encour-
age parents to get involved with
their children.
"Our summer reading pro-
gram is always designed to
appeal to children's interests and
imagination and, in turn, encour-
ages them to read," she said.
"We always offer a wide range
of program activities to engage
children and their families
throughout the summer.
Participating children and their
families seemed to be receptive
to the diverse array of activities
offered."
The End-of-Program party
featured refreshments, prizes,
entertainment and award certifi-
cates.

'Retail leakage' info part of market analysis

ported by our knowledge of indi-
vidual retail client's actual trade
areas. The resulting drive-time
trade area map will be a polygon
that more accurately depicts
consumer shopping patterns than
trade rings."
Stoker said to assure the accu-
racy of the drive-time trade area,
the draft maps are reviewed with
community leaders and verified
before proceeding with the next
step.
After the trade analysis is
completed, the next step will be
evaluating Sachse's retail poten-
tial.
"The purpose of that evalua-
tion phase is to understand what
makes Sachse distinctive and
valuable from a retailer's view-
point and scrutiny," Stoker said.
"Our evaluations capitalize on
Buxton's knowledge about the
retail marketplace and the loca-
tion requirements and expecta-
tions of retailers. Combining this
knowledge allows us to evaluate
and recommend proven commu-
nity practices."
Vigil said another part of the
analysis will show the amount of
retail that is being leaked to
other cities.
'The retail leakage analysis
will provide an estimate of retail
dollars (lowing in or out of this
trade area," Vigil said. "The two
main components of this analy-
sis will be current sales by retail
store type, in dollar amounts,
and estimated sales potential or
demand for retail in dollar
amounts."
The trade analysis will also
identify and analyze all the
households in Sachse's drive-
time trade area. That category
will be based on lifestyles, pur-
chase behaviors, media reading
and viewing habits.
"Each household in a trade
area will fall into one of 60 mar-
ket segments reflecting the buy-
ing habits of customers in the
household," Vigil said.
Buxton will analyze the
demand for retail goods and
services, site setting, situation
and configuration, growth plans
and relevant development and
retail goals of the community.
Another goal of the analysis
will be to match retailers and
restaurants to Sachse's market
potential.
Buxton officials said their rep-
resentatives will assemble indi-
vidualized marketing packages
for each targeted retailer.
Each marketing package will
contain a map of the retail site
and trade area, a map of retail-
ers' potential customers, a retail-
er match report that compares
the site's trade area characteris-
tics with the retailer's locations

Delinquet taxes serious
matter, assessor says
in similar trade areas and demo-
graphic and psychographic pro-
files of the households in the
trade area.
The Buxton Consumer
Propensity Report of the trade
analysis will show the lifestyle,
product, and psychographic like-
lihood indices for the consumers
within the trade area being ana-
lyzed.
Stoker said major retail,
restaurant, grocery and con-
sumer packaged goods firms use
this very same information to
drive marketing and merchan-
dising decisions.
"This marketing campaign
should promote a positive image
of the city to existing residents,
as well as those in the Dallas
area, while building awareness
of current economic develop-
ment initiatives," Vigil said.
"The analysis should enhance
the way residents and local busi-
ness leaders perceive Sachse."
The law firm of Linebarger
Goggan Blair & Sampson has
sent 1,940 final warning letters to
property owners who have failed
to pay more than $4 million in
delinquent property taxes to 11
local governments in Collin
County.
The firm is collecting delin-
quent tax payments for
Community ISD, Lovejoy ISD,
Sachse, Seis Lagos Utility
District, Lucas and Wylie.
"Property owners have 10
days to pay their taxes to the
Collin County Tax Office or else
they will be subject to a lawsuit
or seizure that seeks the sale of
their property to the highest bid-
der," according to Nancy
Primeaux, regional manager for
the law firm.
Collin County Tax Assessor
and Collector Ken Maun said he
understands the difficulties of the
economy, but taxes are neces-
sary.
"We understand the economy
is impacting many of our citi-
zens, but that does not lessen the
need for citizens to pay their
property taxes. Local govern-
ments are also being equally
impacted in these tough times.
Our cities and schools rely on tax
revenue to fund local services -
police and fire protection, parks,
libraries and schools. Every tax
dollar that is assessed is vital to
maintain public services. To not
aggressively pursue delinquent
taxpayers who don't pay their
taxes would be unfair to those
who do pay [in aj timely [man-
ner]"
Primeaux explained the gravi-
ty of delinquent taxes.
"The warning letter is quite
serious, and the consequences of
not paying taxes can result in the
loss of property," she said.
"Businesses and mobile home-
owners risk having their assets
seized if they fail to pay their per-
sonal property taxes. Businesses
need to pay their taxes before we
come knocking on their doors
with law enforcement officials.
"We want businesses to keep
operating and homeowners to
protect their property. We would
rather work with taxpayers to
help them meet their tax obliga-
tions and avoid efforts that would
take their property away. Legal
enforcement is used as a last
resort when the taxpayer ignores
or refuses to pay. Waiting to get
seized or sued will only cost the
taxpayer more in the end."
