Phillip Waibel, a board member of the Fort Worth--
Tarrant County Neighborhood Youth Corps, goes before ,
the Fort Worth city council seeking permission for the
city government to participate in the corps' job
training program. Waibel says youths hired by the city
would be paid entirely by the federal government.
Councilman Kemble says the youth corps is a wonderful
program for the city.....and councilman Guinn says this
is a fine opportunity to cooperate with the federal
government in providing jobs and training.
But councilman Stovall asks that the matter be delayed
