single district; and (3) District Mini-Institutes will serve a limited number of staff within a
single district generally of one week in duration based on a DBAE unit of study.
Each satellite must meet specific criteria and standards. For example, Regional District
Satellites must demonstrate strong community support, as well as financial and long-term
commitment to the project; be based at an institute of higher education, museum, or arts
institution; enter into partnerships with regional and local arts organizations; and have direct
access to an art museum or significant art center. Ideally, the quality and characteristics
projected by SIEVA must be able to be replicated by the Regional District Satellite. It must
adhere to the close supervision and standards required by SIEVA.
The district satellites and district mini-institutes must meet specific, but less stringent and
inclusive criteria for establishment to maintain a high standard of quality.
(c) SIEVA's Technical Assistance Services
1. Organization of satellite and mini-institutes. SIEVA will expand its technical assistance to
existing and proposed constituencies for the design, development, planning, and
implementation of regional satellite institutes, single district satellite institutes, and district
mini-institutes. This assistance will include the refinement and dissemintation of satellite
planning materials, discipline-based units of study, and the training of satellite directors and
facilitators.
2. on. organizptipn and dissemination. SIEVA will expand its
identification, organization, and dissemination of resources including but not limited to:
" works of art identified through a proposed SIEVA Regional Museum Consortia;
" a cadre of DBAE-trained facilitators within the service region;
" supporting arts organizations, in collaboration with state arts councils and The
Southern Arts Federation; and
" state and regional grant, foundation and donor identification.
3. Funding and Qrant writin.- SIEVA will continue to provide technical assistance to
participating schools in grant writing through its Implementation Enhancement Grant
program.
At the building and district level, SIEVA will continue and expand its ongoing data base of
local, state, and regional independent and corporate foundations with records of giving for
arts education. SIEVA will expand its assistance to regional satellite institutes in the design
and implementation of a Satellite Development Plan to assist regional satellites in securing
outside funding for multi-district satellite instates.
4. Use and training in technolo.v. SIEVA proposes an expanded collaboration with UTC's
Center of Excellence in Computer Applications (CECA). Such collaboration will allow SIEVA to
provide technical assistance, production assistance (graphic imagery, scanning technology,
high-quality printing) and instruction for SIEVA constituents, thus allowing SIEVA/CECA to
