There are three issues I would like to talk
about in this article; the Youth and Public Service
programs, the Patriot's Fund and the Compatriot. We
are entering the season when chapters should be con-
ducting Youth Programs such as oration contests, es-
say contests, eagle scout essay contests and JROTC
essay contests. Although an oration contest may re-
quire a little more effort, the other essay contests do
not require much time and once a chapter gets a pro-
gram started with a school it becomes much easier
each year to keep it going. Please contact your high
schools and talk to them about a partnership between
the school and your chapter to sponsor these important
contests that teach our youth about our heritage and
patriotism.
Equally important are our Public Service
programs where a chapter awards a law enforcementpenses or specific programs. This year we are ask-
ing that when the dues notices come out that mem-
bers designate their Patriot's Fund donations for the
current year expenses. This will allow us to pay for
the 2009 contests when the awards are due to be
paid at the March 2010 state convention. The 2011
awards for the 2010 contest year will be paid by the
Patriot's Fund proceeds as in the past. This will
allow us to operate in a more businesslike manner in
the future.
The last issue to discuss is the Compatriot
newsletter. As you remember from the last issue we
announced that we would not actually print and
mail out any issues unless the member notified state
secretary Bill Marrs that he wished to continue re-
ceiving his issue in the mail. All other members
would be notified through the DADA e-mail pro-medal, fire safety medal, EMS medal and a gram iai me'uompalot was on
heroism medal. Our public servants work site, where the member could then access it and
very hard for us and are generally rewarded read it or even print it if desired. Although this new
with low salaries and little thanks from those policy was announced in the last issue and at vari-
they try to serve and protect. This is a won- ous state meetings, the response has been disap-
derful opportunity for your chapter to recog- pointing. Very few members have indicated they
nize and honor those who dedicate their ca- wanted the Compatriot mailed so fewer than 200
reers to serving us. These are about as easy will receive issues in the mail. Also only about 600
to award as a flag certificate and will mean a members have signed up for DADA notification so
lot to the recipient and their co-workers. those not signed up will not be notified as to when
In the past we have had to advertise the new issue is on the website. This policy was
the awards for our Youth Programs before reaffirmed by the Board of Managers at the recent
we knew how much money our investments meeting in Lake Jackson and is based on our need
would earn and we would have available. In to cut the expense of continuing to print and mail
years where the market has risen it was not issues versus the much lower cost of simply putting
much of a gamble but last year when the (Continued on page 2)
market fell we ended up guessing wrong and
were barely able to meet our promises to our SAR just concluded a very ceremonial and suc-

awards in 2011, instead of 2010 when we Library Day,"
would normally use those proceeds. This August 25,
means we will have to scramble to pay for 2009. He is
the awards in 2010 through other means. pictured at
When the dues notices go out we always right with
have a form for members to select how they President Gen-

some designate it for the current year ex- the ceremony.10-
