our citizens."
Baker said the caucus plan was de-
veloped by a commission comprised of
gay educators, businessmen and attor-
neys. The proposal "assumes that a
need exists for a more effective disci-
plinary process to deal with citizen
complaints against police," he said.
"We believe this need has been
well documented by Dallas Gay Po-
litical Caucus, showing the current in-ability of the Dallas Pc.e D
ment's Internal Affairs Division to he
either sensitive or responsive to ti:
needs of the community," Baker said.

ling of a city hal rally Saturday by
the coalition.
