NARRATIVE
Identification and Description of Each Consortium Member Organization
A consortium of fourteen institutions and organizations has been
assembled to plan for the establishment of a North Texas Regional Institute
for Educators on the Visual Arts. Five school districts representing urban,
suburban and small town/rural settings will participate in the planning
process. These schools were chosen because they represent the three major
types of settings in the North Texas area; they are also recognized for their
interest and commitment to the arts as well as to innovative educational
practice. The four major art museums in the North Texas area are included
because they represent the major cultural resources in the visual arts; they
all have strong collections and exhibition programs and each is committed to
educational programs within the museum setting. Each enjoys national and
international visibility as a leading art museum. North Texas State
University is a major comprehensive regional teaching/research university in
the North Texas area which has the most well-developed undergraduate and
graduate educational programs in the visual arts in the area. These programs
have enjoyed a long-standing regional and national reputation for excellence.
ExERT, a professional organization of school superintendents, sponsored by the
NTSU College of Education was included because it provides direct access to
the public school leadership in the North Texas area and the State of Texas.
The Texas Education Agency and the Texas Commission on the Arts are included
because they are major state agencies which influence and guide educational
practice and art direction respectively in the State. The Greater Denton Arts
Council is included because of the exemplary work which this group has done in
and-involving the citizens in the visual arts. Letters from each of the
Vt consortium member organizations expressing intent to be consortium members are
included in Appendix I, along with the name of the Chief Executive Officer and
the names of the personnel from each who will be participating in the planning
process.
1. Dallas Independent School District, Dallas, Texas
The Dallas Independent School District is a large urban school district
which serves a community of more than one million people. There are
approximately 132,000 students in 200 separate schools. There are 25
high schools, 21 middle schools and 154 elementary schools. The art
program in the district is a long-established, exemplary program. All
middle and high schools have art specialist teachers and approximately
one-half of the elementary schools have art specialist teachers. Of
particular concern to the district is the delivery of high quality
instruction in the arts to minority students.
2. Fort Worth Independent School District, Fort Worth, Texas
The Fort Worth Independent School District provides classes for pre-
school aged children as well as for kindergarten, elementary, middle, and
high school students. The district serves a large urban community and
enrolls approximately 64,500 students with an ethnic membership of 38
percent Anglo, 23 percent Hispanic, 36 percent Black and 3 percent Asian
and American Indian. A staff of approximatly 7,000 works with a total of
99 schools: 62 elementary schools, 19 middle schools, 12 high schools,
