The Evaluation Task Force ( Blanche Rubin, Joyce Wright and Ed Asmus) produced
a plan, or concept paper, designed to serve as the beginning conceptualization for
the evaluation design and for selecting an evaluation team. The final draft of this
plan, dated February 8, 1997, was approved by the Steering Committee, Vicki
Rosenberg representing the Getty Education Institute, Barbara Cervone representing
the Annenberg Challenge, and was critiqued by two external experts, Dr. William
Loadman of Ohio State University and Dr. Ken Sirotnik of the University of
Washington. The evaluation plan/concept paper was then used to inform potential
candidates for the position of national/head evaluator for the project.
Names of potential candidates were suggested by a variety of sources-the RIG
Directors, The Getty Education Institute, the Annenberg Challenge, various
university professors of art education and evaluation, and other experts.
Information was obtained about the potential candidates and then the Steering
Committee eliminated any names from the list that they felt were not appropriate
for the project. Phone calls were made to those individuals on the revised "short"
list to inquire if they might be interested in the position. Several of these people
were not interested because of their existing professional. commitments.
Those individuals who expressed initial interest and who might be available were
then sent a copy of the evaluation plan/concept paper. From this group, a few
people removed themselves from consideration. To date, three people remain
active candidates, Joan Boykoff Baron, Nicholas Bezruscko and Ray Wilkins, all of
whom were asked to submit examples of evaluation reports that they had written.
Baron and Berzruscko were interviewed by Blanche Rubin, Vicki Rosenberg Bill
Loadman and Joyce Wright on March 23. Wilkins was interviewed by Vicki
Rosenberg and Bill Loadman on April 17. (At the time that this summary was
written, information was not available regarding the Wilkins interview.)
Baron was then invited to submit an evaluation plan complete with budget and
personnel list. This plan is now scheduled to be received by April 29 at which time
it will be sent out to external review by Ken Sirotnik, Brent Wilson, Bill Loadman
and Tad Waddington, as well as being reviewed by the Evaluation Task Force and
the Steering Committee. Assuming that these reviews are positive, Baron will
again be interviewed on June 4 in Los Angeles.SCOE/ISS SECONDARY
