SUBJECT Citizen Complaint
The Oaklawn Ordinance (originally adopted in 1985) has gone through an exhaustive and
very deliberative update over the last 18 months. This effort has included the Oaklawn
Forum, the Oaklawn Committee, staff and other interested citizens. A committee has been
working to turn the City Council's conceptual approval into the ordinance amendment
language.
Sharon Boyd (past CPC member and member of the Oaklawn Committee) has complained
to me that Darryl Baker has been attending these Ad Hoc meetings on City time, but
representing his personal biases (related to an alternative life-style church, as well as other
institutional and community service uses). Ms. Boyd's contention is that Mr. Baker's
representations have not been in the City's best interest; that there is a conflict of interest in
his presentation (i.e. on City time); and that Mr. Baker has been, at best, disruptive to the
process and appears to be attempting to undo the efforts of the Ad Hoc Committee. These
allegations are supported by Kirk Williams and Phillip Henderson. Since Mr. Baker is
your employee, I feel that you should be aware of the complaint. I have advised Ms. Boyd
that I transferred this complaint to your office.
