The Town Council met in regular session at 7:30, November 18, 1991.
Mary Jo Eichner reported that no further progress had been made on the proposed Master Thoroughfare
Plan for Flower Mound.
Chuck Bimmerle, Street Sign Volunteer, submitted a progress report for the sign placement/replacement
and requested direction from the Council on placement of signs within the Town.
Mr. Gus Tarasi, 440 Cross Timbers Drive, informed the Council that his property, driveway and
sprinklers were damaged by the contracted workers while they were attempting to perform drainage work on
the vacant lot next to his home. Council expressed concern of the damage and assured Mr. Tarasi that his
property would be repaired.
Walter Gall submitted a copy of Highland Village's noise ordinance to the Council and requested further
consideration on the Town's current position on noise control.
Mel Friend requested a completion date for the current road project. Mayor Handzel reported the
weather had caused a delay in the completion time that was last reported (October 30) and that he was awaiting
information from the County relating to using an alternate emulsion that could be used when ground
temperatures were less than 55 degrees.
An explanation by Mr. Terry and Mr. Mclnnis of the proposed Ordinance with Southwestern Bell
Telephone Company was presented to the Council. The main thrust of the ordinance provides for
standardization of payments, payment dates, and term of franchises for all cities and towns within the State.
Further, the ordinance addressed the technological improvements within the telephone company. The Council
approved the ordinance for a franchise agreement with Southwestern Bell for a five (5) year period.
Russell Mabra and James Price of the DOVFD made a presentation on the participation in an election to
establish an Emergency Services District. Mr. Price stated that the Commissioner's Court is required to held
two public hearings on the election and that he planned to hold two public forums within the community and to
have two mass mailings to the residents. The Council approved an election to occur for the formation of an
Emergency Services District if the election is held on the uniform election day in May.
The Town Council met at Town Hall on December 2, 1991, at 7:30 p.m.
Mr. Gus Tarasi shared his concerns with the Council relating to the timeliness for his driveway repair.
Mayor Handzel presented a check in the amount of $3,763.32 to Pat Dews, DOVFD, the proceeds from
the Double Oak Golf Tournament.
There was a final reading on the Southwestern Bell Franchise Ordinance which was approved.
The Council approved road sign placements as requested by Mr. Bimmerle. They are as follows: a) to
place a sign indicating a sharp curve 150' before the road curves on the right-hand side of the roadway, b) to
place a STOP sign on both sides of Rancho Vista at its intersection with Oakview Drive, and c) to place a
STOP sign at Cedarcrest at its intersection with Cross Timbers Drive.
No action was taken following Council's discussion on noise control and possible enforcement methods.
No action was taken following Council's discussion on enforcement of the Town's ordinances for failed
septic systems. Council did request a legal representative be present at the Workshop scheduled for December
4, to answer the legal issues that may arise.
Mayor Handzel cited a letter he received from Bartonville Water Supply Corporation commending
Russell Mabra and all members of the DOVFD for their efforts in assisting in the painting of the fire hydrants
within the town limits.
