Duval farmers qualify for loans
First buck
WASHINGTON - U.S. Sena-
tor Phil Gramm has announced
that Duval County fanners along
with those in six other counties
are eligible to apply for low-in-
terest emergency loans to help re-
cover from damages and losses to
crops due to drought, hail and
excessive rainfall which plagued
much of Texas during 1991.
Duval County fanners are eli-
gible for loan assistance due to
drought between Jan. 1 and July
19 of last year.
For those who cannot obtain
credit through normal channels,
the U.S. Fanners Home Admini-
stration will make loans available
at below-market interest rates to
family fanners.
In addition, 43 other Te .as
counties have been name l as
continguous counties and there-
fore eligible for asssistance. Area
counties affected by drought in-
clude Brooks, Duval. Jim Wells.
La Salle, Live Oak, McMullen
and Webb.
The RnHA, which will super-
vise the loan program, is charged
with providing aid to the fanners
and ranchers in order to assist
their economic recovery from
natural disasters.

The Agricultural Stabilization
and Conservation Service will ad-
minister a crop disaster assistance
program to compensate eligible
producers for crop losses caused
by drought, flood, and other natu-
ral disasters in either 1990or 1991.
"Tobe eligible, produce is with
crop insurance must have had
losses greater than 35 percent,"
said ASCS official Jerry Harris,
Chairman of the Texas State ASC
Committee. "Producers without
crop insurance must have had
losses greater foan 40 percent."

The 1990-91 crop disaster pro
gram provides cash payments for
production losses on participat-
ing program crops of wheat, non-
participating program crops,
peanuts, soybeans, sunflowers,
sugar beets, sugarcane and to-
bacco, and all commercial non-
program crops.
Harris said producers who
intend to file should begin to
assemble their records now, so
they will be ready when the pro-
gram opens. He said that fanners
will receive a special mailing with
specific information on the pro-
gram this month. If a producer
does not receive the disaster pro-
gram information in the mail by
Feb. 3, he or she should call the
county ASCS office.
Harris explained that a pro-
ducer may not file on one crop on
a farm for one year and a different
crop on the same farm for the
other.. However, the producer
may request benefits for 1990 on
one farm and for 1991 on another
farm.
