New Gasoline Tax To Affect Texas Jobs
State Comptroller Bob
Bullock said recently
President Reagan’s
suggested 5-cent-per-
gallon gasoline tax in-
crease would leave
“Texas on the short end
of the stick again ”
The Comptroller ex-
plained a federal hike
would preempt the
talked-about increase in
Texas’ state gasoline tax,
which has been at the
same nickel-a-gallon
level for the past 25
years
“This is going to cost
Texans $480 million a
year,” Bullock said
“This is money the Texas
Legislature won’t be able
to spend if it’s needed
because we’ll be shipping
those dollars out of
state.”
“Historically, we
Texans have only gotten
about 70 cents back for
every dollar in motor fuel
taxes we have sent to
Washington, We’ve got
roads and bridges right
here at home that need to
be repaired We could
raise the money to pay
for this work here in
Texas if Reagan would
live up to his word to get
the federal government
off our backs If this idea
becomes law, it will hit
every Texan right in the
pocketbook ”
Bullock also pointed
out the president’s top
economic advisor,
Martin Feldstein, has
said the president’s
proposal will cost more
jobs than it would create
The Texas Highway
Commission has
proposed increasing the
Texas tax by the same
nickel per gallon as
suggested by the ad-
ministration.

Taxpayers who were
fortunate enough to earn
awards or bonuses this
year are being reminded
by IRS that these
amounts should be in-
cluded as income on their
1982 federal income tax
returns.
The IRS says rewards
and bonuses include
prizes such as a paid
vacation trip awarded for
attaining sales goals. If
the prize or award is in
the form of goods or
services, its fair market
value is the amount the
taxpayer must include as
income.
If the employer pays
the bonus or award at a
future time, it is not
taxable until it is
received by the em-
ployee, the IRS savs.
If an employer
distributes holiday
remembrances such as
turkeys, hams or other
items of nominal worth,
the value of these gifts is
not taxable. However, if
cash, gift certificates or
similar items that may
be easily exchanged for
cash are given, the value
of the gifts is taxable.

“We are being un-
dercut by the federal
government If this
proposal gets ramrodded
through Congress,
Texans can look forward
to higher taxes and
deeper potholes while
their hard-earned money
creates a piddling

Bullock said
IRS Staff
Should Show
Credentials
Persons posing as
employees of the Internal
Revenue Service oc-
casionally attempt to
harass taxpayers or to
collect for what the
imposter claims are
unpaid taxes, the IRS
says.
The IRS advised that
taxpayers should request
to see the credentials of
any individual claiming
to represent the IRS. Any
IRS employee who makes
contact with the public is
required to carry
distinctive identification
and must show this when
conducting official
business
Also, usually taxpayers
who owe money to the
IRS will receive written
notification before being
contacted in person.
Taxpayers who doubt
the validity of the
credentials offered can
verify the person’s
employment by con-
tacting the nearest IRS
office.
