Ambulance Service Fails Approval
Ambulance service-
for San Diego and sur-
rounding areas has been
put on hold by a dead-
locked Duval County
Commissioners Court. The
service Is scheduled to'
expire on December 31
and no new contract has
yet been awarded by the
Court.
The Commissioners
Court met on Friday, De-
cember 19 to consider
awarding a bid for the
ambulance service which
is presently run by Gar-
cia-Rios Mortuary. Four
bids were submitted and
two were considered too
high by the Court. Of
the remaining two, the
one by Garcia-Rios was
the second lowest bid at
$25,000. San Diego EMS,
owned by Linda Linton of
San Diego proposed the
same service for
$23,950. The Program
Coordinator's Office,
however, recommended to
the Court that Garcia-
Rios be awarded the con-
tract.
This recommendation
was based on the Program
Coordinator's assessment
that Garcia-Rios had '
been more responsive to
the bid specifications
requiring rate schedules
and the fact that only
they had submitted evi-
dence of having a permit
from the Texas Depart-
ment of Health. Linton
does not now operate an
ambulance service and
would have to buy an am-
bulance as well as hire
qualified personnel, ob-
tain proper insurances
and generally set up a
business.
After much debate,
the Court took a vote.
Commissioner Alejo Gar-
cia of Precinct One made
a motion to have Lin-
ton's bid approved.. The
mj .iyi .as *econded by
Commissioner Richard
Barton. Garcia and Bar-
ton voted for the mo-
tion, while Commissioner
Carolina Saenz and
County Judge Gllberto
Uresti voted against.
Commissioner W. E. Wie-
derkehr abstained. The
tie vote effectively de-
feated the motion.
Ambulance operator
Mike Rios told the Court
that they "should think
of the people". He
pointed out that h1s
contract axpirod on De-
cember 31 and he Intend-
ed to stop h1s ambulance
at that time. Comm s-
sioners Garda and Bar-
ton quickly responded
that they were thinking
of the people and chas-
tised Rios for suggest-
ing that he would with-
hold service. Rios re-
tracted his earlier
statement and told the
Court he would not deny
service after the thirty
first.
"I guess I will be
left holding the bag",
said Rios.
In other business,
the Court named Jose Noe
Martinez, John Elswlck
and Noe Flores to the
Veterans Land Board
which approves eligibi-
lity and value of land
for the Veteran Land
Program administered by
the State Land Commis-e
sloner. The Court also
tabled a request by
George Hoffman that his
land be used for a Coun-

ed the home with Christ-
mas songs.
