State Representative
Ernestine Gldssbrenner
was 1n San Diego on
Tuesday, June 9, and ap-
peared before the San
Diego Rotary Club to
make a report on the re-
cently completed session
of the state legisla-
ture. The legislature
ended Its regular ses-
sion without adopting a
budget and will recon-
vene 1n Special session
on June 22.
The state's revenue
estimates were lower
than expected, Glossbre-
nner told the Rotarlans.
While expressing the de-
sire to work with Gover-
nor Bill Clements, she
offered that the Gover-
yjor had been
■P&rved by some
Advisors".
"You cant't balance
*»^he budget with smoke
And mirrors," said
Glossbrenner.
• The state, said Gloss-
brenner, has two major
areas of financial res-
ponsibility; education
and transportation. It
also has responslbllty
over the courts and pri-
sons.
"I, for one, am not
willing to cut back on
^education", said the
•representative. "That
Is the shortsighted way
to go."
No community, she
said, has lost money by
Investing 1n education.
She ackowledged that
there had been some pro-
blems with the educa-
tional reforms of recent
years, but said "we need
to continue working on
the system and not throw
up our hand."
Glossbrenner
the state to pass on the
tax burden to the local
aovernments", she said!
pointed in closing remarks.
Shootings Hospitalize Two
out that the legislature
has had ample opportu-
nity to solve the prison
and MHMR facilities pro-
blems but failed to do
so. Instead the courts
have stepped 1n to try
to offer solutions an
In the process have go*
"too far".
"We're 1n the process
of learning how to live
without an Inflated
price for oil and gas"
said Glossbrenner. Since
the 1970's the state has
been talking about di-
versifying the economy,
but the price of oil and
gas "sheltered us from
reality", she said. The
legislature has set-up a
Texas Growth Fund to be
used to put new techno-
logies Into produclton.
Glossbrenner lamented
how Texas researchers
are Inventing new tech-
nologies and the "Japa-
nese are developing"
them. The Growth Fund
Is to be funded from one
percent of the retire-
ment funds and 1s to be
1n the ballot 1n Novem-
ber for voter action.•
Glossbrenner also
commented on the contin-
uing talk about a nu-
clear dump site being
considered for South
Texas. One potential
site Is 1n northwest
Duval County.
"I’m not going to
tell you we have nothing
to worry about, said
Glossbrenner, "but a lot
of people are working to
see that 1t won't hap-
pen."

bond.
Deputies Efraln Perez
and Abellzarlo Escalante
were on routine patrol
at about 11:00 PM Satur-
day night, June 13, when
they received a call
from the dispatcher that
someone had been shot In
the head at a local bar.
Upon arriving at the
scene they found Vela

der burns were evident
on the victim's fore-
head. Also arriving at
the scene were Duval
County Sheriff Raul
Serna, Deputy Eduardo
Gercfe?"1-and Sen1 Diego
Chief of Police Oscar
Hughes.
The deputies Inter-
viewed the bar's owner,
Rey Chapa, and were told
that "Vlrgen" Salinas
had walked Into the bar
and taken the booth next
to Vela. He then alle-
gedly got up and walked
over to Vela, pointed a
long barrel pistol at
him and fired. Salinas
1s said to have backed
out of the bar still
holding the pistol.
At least eight wit-
nesses were at the bar
at the time of the
shooting, Including Ve-
la's father and brother,
who were too upset to
talk to deputies.
Vela was transported
to Alice P & S Hospital

Deputies Perez and
Escalante then went to
Salinas' home and were
told that he was not

Serna, Deputy Garda,
and Chief Hughes. He was
taken to the Duval Coun-

with a 20 gauge shotgun
while he was attending a
party 1n a Realltos

According to Mondra-
