Streets rank as top priority for many

I he Baytown Sun
Of all the services and ameni-
ties Baytonians pay for with their
property taxes, none are used to
the extent as are city streets.
As with many city services that
residents talye for granted,- hardly
anyone complains until their per-
sonal life and neighborhood
needs attention.
During a Community Develop-
ment Advisory Committee meet-
ing Monday, Kathie Smith of
Central Heights asked for more
than $500,000 to repair streets
and water mains in the pristine
neighborhood between Decker
Drive and Market Street south-
east of Texas 146 and northeast
' of Goose Creek.
The neighborhood includes the
streets of Humble, Superior
Chesapeake, Gulf, Texoma,
Ontario and Atlantic.
“If we’re talking about using
(community development) funds
to pay for reviving older neigh-
borhoods, then I feel like there’s
a need. So I’m gbing to ask for
it,” says Smith.
Willie Gilbert, Jr., has lived
and raised his family at 2005
Texoma since 1960, and the rela-
tively minor cracks in his street
in front of his house bother him.
“Basically, they’ve just been
putting asphalt’ over it from time
to time, but the rain just washes it
out again, you know,” he says.
Even though Central Heights
1 streets are largely in good shape
compared to many other streets
in Baytown, the concerns of
Gilbert and Smith are the same in
. other neighborhoods.

neering criteria to come up with
a numeric rating for asphalt and

Census committee plans broad outreach

A complete census count of
Baytown will require involve-
ment from population groups
which traditionally shun the
process.
A committee of Baytonians
hopes to conduct public hear-
ings, neighborhood outreach
programs and bilingual presen-
tations to ensure as complete as
possible the enumeration of
Baytonians.
Norman Barnett, a member of
the city’s Community Develop-
ment Advisory aCommittee and
the Baytown Complete County
Committee for the census, was
elected chairman during a Mon-
day night meeting of the panel.
Kimberly Judge Brooks,
senior city planner, will staff the
committee.
Brooks. Members of the com-
mittee include Barnett, Fred
Aguilar, Alda Almendarez, San-
dra Medina, Bonita Curette,
David. Horton, Jr., Eric Halver-
son and Rebecca Greathouse.
The census “snap shot” of
America is scheduled to take
place on April 1,2000.
Census committee members,
particularly in communities like
Baytown with high percentages
of minority and traditionally
undercounted populations, must
appeal to a broad cross section
of the population.
Convincing people on public
assistance, and especially His-
panics afraid of U.S Immigra-
tion Service agents, are diffi-
cult, if not impossible, to con-
vince of the safety of giving
personal information to federal
census takers.
In fact, the census does not
ask for Social Security numbers,
personal identification numbers,
drivers license numbers, or any
other information that could be
used to locate or negatively
impact any family or individual,
committee members said.
The committee heard form
staff that money is available for
printed flyers and other materi-
als that will be produced in
Spanish to reach a sizable num-
ber of Baytonians who either do
not read English or for whom
English is not the language of
choice in the home.
The census committee is ten-
tatively scheduled to meet at 6
p.m. the first Monday of each
month through December.
One of the likely events by the
committee will be a census fair
or fairs to be held in individual
neighborhoods.

The May 19 issue of The Baytown Sun printed an incorrect date of a bone marrow drive for Charlie
Sylvester. The drive will take place from noon to 2 p.m. Sunday at the Central Church of Christ.

This pothole and patchwork in
the 600 block of Morrell is an
example of the kind of wear and
tear asphalt streets sustain on a
daily basis. While it does not look
or ride well, Morrell is not among
the worst of Baytown streets in
the city’s street inventory.

and condition will receive the
highest priority when it comes to
appropriations, Well&pring says.
“As we look at street, we try to
consider utilities. We want to'dO
utility (upgrades) at the same
time or before we do street
repairs,” he says.
As the engineering and plans
for those repairs ^re accom-
plished, Wellspring said work on
at least some of the most needy
streets in town could begin this
fall.
