their millions, to enable the Ameri-
can workingman to oorrow money

Rosenwald, of Chicago, Andrew Car-
negie and Vincent Astor, according
to a statement by the latter, the rich-
est young man In the United 8tatee.

Questioned on the details of the
plan, Dr. Edwin R. L. Gould, who
broached the plan, admitted that the
Idea originated with Signor Jnsnottl,
now Italian minister of finance, the
founder of a system of banks in Italy
which lends sums as low as $10 to
workmen, small tradesmen aad oth-
ers who have no credit at the banks,
but who can give the endorsement of
s fellow wage earner.
Dr. Gould confirmed cabled reports
from Julius Rosenwald which declar-
ed that tbe atm of the new banks Is
to kill tbe loan shark evil, which the
cables said “encourages tbs small
man to borrow beyond his means,
asks no question as to bow money is
to be- used, and which extorts such
high rates from the borrower that,
once In its clutches be never Is able
to shake himself free again.”
Cabled advices of Roeenwald’s in-
tentions declared that he and hie as-
sociates did not plan any purely phil-
anthropic work. They plan to com-
bine philanthropy with fair bus!-
ness Investment This, they expect,
will provide about six per cent return
to the stockholders and plan to re-
duce ^ate, of Interest to the borrow-
er In proportion as the profits exceed
this *et six per cent.
The first bank of the Astor-Carne-
gle-Rosi-nwald string, |t is declared,
soon will be opened In Chicago. The
aggregate capital of this and the
banks to be started in other cities
