Brownwood State School
Accredited by ACAThe American Correctional Association (ACA) audit of the
Brownwood State School was successfully completed on March
8, 2000. Superintendent Daniel P. Humeniuk, and Assistant
Superintendent Kay Doebbeling appeared before the Hearing
Panel of ACA Commissioners at the ACA national conference in
San Antonio, Texas on August 13, 2000. The Commissioners
awarded accreditation to the Brownwood State School saying
they were "very impressed with the conditions of confinement
and the conditions indicated a Quality of Life rating of excellent
to outstanding." Commissioner R. Daniel McGehee, Panel
Chair stated that he was "also very impressed with the
Resocialization program and the structured environment it pro-
vided for juveniles."
On behalf of the staff at the Brownwood State School,
Superintendent Daniel P. Humeniuk and Assistant
Superintendent Kay Doebbeling accepted the Certificate of
Accreditation in a ceremony following the Awards Luncheon.
The audit team consisted of corrections professionals
from New Mexico, Georgia, and Tennessee. Jeanette Kinker,
Chairperson for the ACA audit said, "The agency's commitment-9

Superintendent Daniel Humeniuk.to provide youth with
consistent, meaningful treatment options is the driving force behind the success of this
program." Mr. Humeniuk, Ms. Doebbeling, and Assistant Superintendent Eddie
Hernandez have demonstrated their understanding of the importance of the accredi-
tation effort and its impact on day-to-day operations. Following the hearing, Mr.
Humeniuk said, "I am impressed with how the accreditation process helped us to
strengthen our operations. Our ACA auditors were quite experienced in the field of
corrections and were able to share information with us to make us have an even
stronger operation."
The American Correctional Association and the Commission on Accreditation
for Corrections are private, non-profit organizations which administer the accredita-
tion process, currently the only program addressing all components of adult and juve-
nile corrections.
The accreditation process offers the opportunity to evaluate operations against
national standards and TYC agency policies, to remedy any deficiencies and to upgrade
the quality of correctional programs and services. The recognized benefits from such a
process include improved management, a defense against lawsuits through documen-
tation and the demonstration of good conditions of confinement, increased accounta-
bility and enhanced public credibility for administrative and line staff, a safer and
more humane environment for personnel and offenders, and the establishment of
measurable criteria for upgrading programs, personnel practices, and physical plant
on a continuous basis.
Congratulations to Superintendent Dan Humeniuk and all the staff at the
Brownwood facility for their success and diligence in achieving accreditation from The
American Correctional Association.
