PREFACE
The Texas Legislative Manual is a special information publication
primarily designed as a reference tool for legislators and legislative staff.
It contains:
- Text of the Constitution of the United States of America
- Text of the Constitution of the State of Texas
- Rules of the House
- Rules of the Senate
- List of members of the Texas House of Representatives
- List of members of the Texas Senate
- List of House committees and committee members
" List of Senate committees and committee members
- List of officers and employees of the House
- List of officers and employees of the Senate
Most parts of the manual are updated biennially at the beginning of the
regular legislative session. The constitutions are updated when they are
amended.
The House Rules and Senate Rules are annotated and indexed. The
annotations include past rulings on points of order, congressional precedents,
and editorial notes and comments. The annotations have been prepared by
the presiding officers and parliamentarians of the respective houses.
The journal sources for rulings on points of order that appear in the
House Rules and Senate Rules are cited. For example, the citation (27 H.J.
Reg. 1162 (1901)) refers to the 27th Legislature, House Journal, Regular
Session, page 1162, and the year 1901. Senate Journals are denoted by
"S.J." Wherever congressional precedents appear in the annotations for
the rules of either house, the source is cited; e.g., (5 H.P. 5760) refers to
hinds 'Precedents of the House of Representatives, Volume 5, Section 5760.
Cannon 's Precedents of the House of.Representatives is denoted by "C.P."
