LETTER TO THE EDITOR
I would like to take this
opportunity to respond to
the unnamed concerned
citizen that was expres-
sing concern over the
trash pickup in the
Harper Community Park.
Yes, there is a contract
let each year for the
collection of garbage
from the park area. Be-
cause of the cost fac-
tor this contract reads
that the barrels will
be emptied once a month
if there is not a func-
tion planned on the
grounds, such as the
Labor Day activities,
then the barrels are
to be emptied each day.
The problem arises when
the trash barrels are
used for other than
garbage generated from
normal park use, such
as household garbage,
etc.
Yes, the park is a com-
munity park and one
that is a source of
pride for many in the
community. The Board
of Directors voluntary
serve and try to repre-
sent the wishes of the
community in their
actions and decisions
to provide an area to
be visited by both
the residents of Harper
and the visiting public.
The annual meeting of
the park is scheduled
for February 1, 1992.
Come to the meeting
and share your thoughts
to better the facilities.
Also, there are three
directors positions open
that will be voted on,
one for a two-year term,
and two for three-year
terms.

LETTER TO THE EDITOR
First, we want to apolo-
gize for the "E.M.S.
Bulletin” in the Harper
Herald on Tuesday, Octo-
ber 29, 1991. We regret
the fact that it was
listed as an opportunity
for additional income,
for this is not the
case. A proposal for a
"uniform allowance" was
voted on by the Harper
Volunteer Fife Depart-
ment and E.M.S. in Sep-
tember by a vast major-
ity. The purpose of this

proposal was to be an
incentive for prospec-
tive members to become
certified E.M.S. Your
E.M.S. class tuition
and books are provided
also. In the past many
members of the Fire
Department have attend-
ed "paid for" fire
training classes. This
is not only for young
people but any age group.
For these classes and
training have been of-
fered to all members of
the Fire Department
and the community.
Getting back to the
"uniform allowance".
Much research was done
on this. We contacted
at least 12 surrounding
volunteer E.M.S. organ-
izations to find that
Harper was the only one
that did not do this.
It was discussed with
these people and we were
told that they felt this
helped their volunteers
statis very much. The
Harper E.M.S. ambulance
service is only one of
two left in the state
of Texas that does not
charge for their services
but is supported by
their community and vol-
unteers .
Next we need to discuss
how the money in the Fire
Department is dispensed.
The Fire Department has
2 separate bank accounts.
The General bank account
comes from memorials and
donations ONLY and this
account does buy all the
fire department and E.M.S
needs such as equipment,
oxygen, ambulance sup-
plies, repairs on all ve-
hicles, etc.
Next we have an "Activi-
ty Account" and the only
money put into this ac-
count comes from the an-
nual Firemans and E.M.S.
Dance. This account is
used for the benefit of
all volunteer members of
this organization. Our
annual Bar-B-Q supplies
comes from this account.
But all our meat has been
graciously donated by
people of our community
and surrounding communi-
ties. We also have used
this account for commun-
ity Bar-B-Q's supported
bv this organization.
We do take the uni-
form allowance out of
this account. We need
to stress that NO memor-

I'm sure many of the
members of the HVFD will
respond to "name with-
held" with details about
the uniform allowance
for EMS personnel. As
a non-member with some
fire department exper-
ience (10 years with
two cities in the Hous-
ton area as Department
Photographer and pre-
viously certified as a
Class "C" instructor by
the State Fire Commis-
sion) I thought I would
put in my 2 cents worth.
There is no way the City
of Harper can repay the
volunteers for the long
hours they put in to
help make this community
a better place to live.
A small uniform allow-
ance to compensate them
for the clothes they get
dirty arid ruin does not
begin to offset the cost
they incur on our behalf.
"Name Withheld" may want
to wait while they change
clothes before responding
to an emergency call,
but I would prefer to
have that time spent re-,
sponding to the emergency
Is "Name Withheld" a mem-
ber of the Fire Depart-
ment? If not, why not? If
he/she is a member
shouldn't he/she handle
his complaint within the
department instead of the
paper? If the department!
needs more members to
serve the community they
should do whatever the
majority of the members
vote to do to get these
people. If "Name With-
held" is not a member I
encourage him/her to join
run for office, and
change the policies they
do not approve of.

The following is in re-
sponse to the letter by
Name Withheld.
Does Your Service Need
Volunteers?
How do you recruit vol-
unteers? First you must
realize that you are in
competition for the po-
tential volunteer's
time. Most people have
commitments—school,
family, work, clubs,
hobbies, etc. To be
successful in your
recruiting, you must"
convince the potential
volunteer that serving
your service is more re-
warding than other ac-
tivities. You must des-
cribe how volunteering
can fulfill your re-
cruits' need for self-
esteem, self-confidence,
public recognition and
emotional gratification.
Being a volunteer is more
of a lifestyle than a
side interest; all your
family's plans for a day
or evening can change
at a moment's notice.
When called upon you
have a general idea of
the nature of the call,
but no idea of how long
you will be gone. As an
example, someone may
call and say their car
is on fire, but fail
to tell you the car is
in the garage, and you
arrive to find a car,
garage and house on fire.
With all of the lousy
hours, no pay, ("oops,
I forgot the meager uni-
form allowance") and
general lack of respect
by some of the people we
try to help, I wonder
why I still volunteer.
But everything gets put
back into perspective
when a child asks to see
our equipment, the fami-
ly says you did a good
job as their possessions
lay destroyed by fire,
or the person you cut
from a mangled car says
"Thank you, you saved my
life." Be-
sides, what if volunteers
didn't???

Editorial--------
Most of my editorials have dealt with happenings
to myself or this newspaper and I try very hard
not to take sides within this paper. I have ex-
pressed opinions on some things I feel are in
Harper's best interest, such as Main Street,
the nursing home, the museum, Chamber, etc. and
try to put enthusiasm into some things. I am
sure citizens of the community have questions,
or maybe some have now surfaced after the letters
to the editor have appeared; I know I have a
nmber unsatisfied, and maybe some should be
addressed.
Some criticism has surfaced because the letter
writers were not "strong" enough to show their
names, however, I agreed not to print the names
and I never intend to. Sometimes anonymous com-
ments are better than none at all—at least it's
out in public. Personally, I'm glad the letters
were written. 1) It shows some interest is out
there in our community organizations. 2) It
helps keep our volunteer non-profit organizations
on their toes. 3) And, sometimes there is more
support for ideas or plans than clubs realize,
but no one wants to personally hurt feelings,
for one reason or another. That may sound a bit
weak against not being "big" enough to take cre-
dit for what you say or write, but sometimes
there are more facts to weigh than what is on
the surface.
Question: Why don't our non-profit organizations
publish in some form or fashion, an accounting
of their income and expenses?
Also* I'm very glad this reply letter from the
officers of the Fire Department clarified where
the proceeds of the biggest dance of the year go;
I had always thought it was for equipment and
■ supplies.
Next, I would be very curious to know if the
'uniform expense' is working, and what has to
qualify at the Park for a 'planned function'.
Although only the Fire Dept, and Park Board have
had questions raised, there are other organiza-
tions and boards in the community, elected by
the public, who could contribute a report of
meetings, or minutes, or some other form of
communication. (The Chamber is doing an ex-
cellent job.)
Finally, after reading and placing the letters
from Ernie and Dan, I went back and read the
original letter again, thinking I must have
missed something. Even though I cannot put my-
self into the mind of the writer, it does not
seem to me they were attacking the volunteer at
all, but praising them. I agree with Ernie in
most way's about volunteering and perhaps Dan has
the right track about joining and working. On
the other hand, I also realize not everyone can
join and all, praise the Lord, are entitled to
their own opinions. Perhaps the key is more
communication.

the views of this paper and the articles that
appear DO NOT represent the views of the rest
of my family, nor do mine always coincide with
theirs. I do not wish my family to be held
accountable for what appears in this paper.
Accusation without basis or fact is unfair.
