Hospital Patient
Mrs. C. C. Smith who makes
her home on the Fagan Ranch
near Tivoli is again a patient
at a Sinton hospital. She was
brought into the hospital be-
cause of a chest cold and will
be there for several days.
Her condition was greatly im-
proved at last report and she is
able to receive company. Her
friends are invited to stop by for
a visit with her during the hos-
pital visiting hours.
162 Cattle
Consigned to
Beeville Show
BEEVILLE — With 162 cattle
consigned to the sale and pros-
pects are bright for about 15
more, the South Texas Hereford
Breeder-Feeder Association’s 15th
annual show and sale promises to
be the greatest in the history of
the organization, Volmer Roberts
of Alice, president, said today.
The event will be held in Bee-
ville on Monday and Tuesday,
October 29 and 30.
W. B. Roberts will be judge of
the fitted cattle, and the show
will start at 8:00 a. m. on the
opening day. The pen cattle will
be judged by A. C. Jones of
Beeville, Joe Finley of Encinal,
and C. F. Wagenschein of Fal-
furrias at 2:30 p. m. the same
day. The auction sale will be held
on the second day of the live-
stock event.
A rodeo committee is working
on an entertainment program for
the thousands of visitors that
are expected to be in Beeville
during the two days of the show
and sale. A big western parade
will serve as the curtain raiser
for the Hereford producers’

ORDINANCE
An ordinance providing for
approval by Board' of Commis-
sioners prior to construction of
curbs, gutters, and sidewalks;
adopting design, dimensions, and
specifications for curbs, gutters
and sidewalks; classifying the
street; providing for a penalty;
and declaring an emergency.
BE IT ORDAINED BY THE
BOARD OF COMMISSIONERS
OF THE CITY OF MATHIS,
TEXAS:
Section 1
It shall hereafter be unlawful
for any person, firm, or corpora-
tion to construct any curb, gut-
ter, or sidewalk within the right
of way limits of any city street
of the City of Mathis without
prior approval of such construc-
tion by the Board of Commission-
ers of the City of Mathis.
Section 2
“Unless otherwise authorized
by the Board of Commissioners
of the City of Mathis all city
streets in the said city are hereby
classified as follows:
a. Streets having 60’ of right-
of-way shall be Class “A”.
b. Streets having 50’ of right-
of-way shall be Class “B”.
c. Streets having 40’ of right-
of-way shall be Class “C”.
Section 3
The General Plans for Future
event.
“The whole purpose of the
cattle sale is to cater to com-
mercial cattlemen, who, in a
day’s time, can purchase herd
bulls for the entire year”, Ed
Neal, secretary of the association,
said. “The show, sale, and rodeo
also serve as a medium by which
friends and relatives can get to-
gether and have a good time,”
Mr. Neal added. Mr. Neal said
he will need the pedigrees for
the fitted cattle immediately,
since he is compiling copy for
the catalogue.
Dr. Scott McNeill, Sr., and
K. L. (Pat) Handy are each
giving a registered Hereford bull
to be auctioned, the proceeds to
go into the fund that is being
raised to be used in creating
some kind of memorial to the
memory of the late Pryor Lucas,
one of the best-known cattlemen
of Texas who died
Concrete Curbs and Walks in the
City of Mathis are attached here-
to and made a part of this ordin-
ance for all purposes and said
plans are hereby adopted, and
it shall be unlawful for any
curbs, gutters, or sidewalks to
be constructed within the right-
of-way limits of any city street
in the City of Mathis, except
in conformity with said plans.
Section 4
“Any person violating any of
the provisions of this ordinance
shall be deemed guilty of a mis-
demeanor, and upon conviction,
shall be fined in any sum not to
exceed One Hundred and no|100
($100.00) Dollars. Each separate
day of such violation shall con-
stitute a separate offense.
Section 5
In view of the fact that there
is no ordinance regulating the
construction of curbs, gutters,
and side-walks within the right-
of-way limits of the City streets
of the City of Mathis, and this
ordinance is necessary for the
proper development of the sys-
tem of streets, curbs, gutters,
and side-walks within the City
of Mathis, an emergency is creat-
ed and a public necessity re-
quiring that the rules which pro-
vide that the ordinance be read
on three separate occasions be
suspended and this ordinance
shall be in full force and effect
immediately after its passage and
it is accordingly so ordained.
Passed and approved this 13th
day of August 1951.

It all stems from “an old Sat-
urday custom.” Twenty years ago
America’s famous Candy Lady,
Julia Steven, moved by.the yearn-
ing in some small faces at the
windows of her Chicago candy,
kitchens, decided to let the young-
sters form a sampling club. The
Saturday Sampling Club may not
be listed in “Who’s Who,” but
today as many as 600 of its young
members show up on Saturday
morning for their sweets.
And today Julia Steven—Mrs.
Walter A. Krafft, as she is in
private life—has extended her in-
terest in children around the
world. Hundreds of freedom pack-
ages have been sent to children’s
institutions in ma-ny countries,
and Mrs. Krafft has sponsored
a nine-year-old girl in Belgium
(a war orphan) and two little
hoys in a school in France for
several years.
When the Foster Parent’s Plan
for War Children recently in-,
augurated its Chicago campaign
Mrs. Krafft acquired four more
•foster children, one each in Italy,
Greece, England and Holland.
The girl on the right helping to
pass out the candy is Sheila
Shepherd, the British war orphan
who has been adopted by the city
of Chicago.
Through the Foster Parent’s
Plan a child is sponsored rather
than actually adopted. The spoi>-v
sor’s contributions keep the child
in a home, either private or in-
stitutional, until he is able to go,
out on his own and become in-
dependent. |;
The Plan was started in 1937|j
during the Spanish Civil War;
and has continued to operate;
since then. It is possible to become;
a foster parent for as little ay
$15 a month.
