You ore hereby notified of the opportunity to request o public hearing and/or submit writ-
ten comment concerning construction permit amendment No. R-1504A and Permit No.
PSD-TX-748 by Chevron Chemical Company to add a new cracking furnace to Ethylene
Unit No. 1592 at the Cedar Bayou Plant. The proposed location is approximately two
miles southwest of Mont Belvieu, Harris County. The proposed cracking furnace will err
the following air contaminents in amounts significant enough to require a Prevention c
i amounts significant enough to require a Prevention of
Significant Deterioration (PSD) permit review: nitrogen oxides. In addition, the proposed
furnace will emit: hydrocarbons, particulate matter, sulfur dioxide and carbon monoxide.
No other pollutant emission increase will result from this modification.
The Executive Director of the Texas Air Control Board (TACB) has determined that the
proposed modification wiii not violate any state or federal air quality regulations and will
not have any significant adverse impact oh soils, vegetation or visibility. All air con-
taminants have been evaluated and best available control technology has been addressed
for the control of these contaminants. He, therefore, has made the preliminary determina-
tion to issue these permits.
A copy of the administrative record, including all materials submitted by the applicant
and additional information, are available at the office of Mr. Herbert W. Williams, Jr.,
Regional Director, Texas Air Control Board, Houston Regional Office, at 5555 West Loop,
Suite 300, Bellaire, Texas 77401, telephone number (713) 666-4964 and at the Texas Air
Control Board at 6330 Highway 290 East, Austin, Texas 78723. Interested parties may in-
spect these materials during regular business hours (8-5, M-F) and submit written com-
ments and/or request for hearing to the Executive Director of the TACB. Any person who
may'be^ffected by emissions of air contaminants from the proposed facility may request a
hearing From the Board: Requests for hearing must be in writing and shall state the nature
of the issues proposed to be raised in the hearing. Comments should be limited to the air
pollution aspects of the proposed project and should not concern land use aspects which
are beyond the jurisdiction of the TACB. All air pollution related comments and requests
for a public hearing must be received in writing by October 23,1988. All written comments
submitted to the Executive Director shall be considered in determining whether to issue or
not to issue the permits. All comments will be available for public inspection at the TACB
office in Austin. Additional information concerning this application is contained in the
Public Notice section of this newspaper.
