Emergency coordinators, dis-
aster management teams, plant
operators and hotel operators are
keeping a close eye on the path of
Tropical Storm Isaac, which con-
tinues to maintain a collision
course for the Louisiana Gulf
Coast
According to Oil Price
Information Service, as many as
four refineries that combine for a
daily output of 1.04 million bar-
rels of oil a day are shutting down
operations, and several others are
reducing output in anticipation of
power loss and flooding from the
storm.
The American Automobile
Association announced that its
travel service has been inundated
with calls for assistance for hotel
reservations, most averaging two
nights, in areas not in the storm’s
path.
The American Red Cross
announced dozens of emergency
shelters, both in and out of the
direct path of Isaac, stand manned
and ready to offer assistance
when and where needed.
The reasons for the preparation
are eerily clear.
Isaac is gaining strength and
cutting a path through the Gulf of
Mexico that’s similar to the cata-

Eleven Baytown Police
Department “Hot Spot” units will
be out in force through Friday, con-
ducting radar speed operation
enforcement in and around Goose
Creek CISD school zones.
These officers are on the lookout
for drivers who are speeding in
school zones, using cell phones in
school zones and for motorists who
pass stopped school buses.
Texas law states that a driver
must stop for flashing red lights on
a school bus, regardless of which
direction you are headed. Violations
can lead to a $1,000 fine.
Most Baytown school zones have
a posted speed of 20 miles per hour,
but the speed can vary in some
zones. Speeding violations can lead
to fines of up to $500.
Texas law prohibits the use of cell
phones by drivers navigating a
school zone, unless the phone is
used with a hands-free device or
while the car is stopped. All drivers
are banned from texting in school
crossing zones.
Violators will be subject to a fine
of up to $200.

Baytown residents proba-
bly will be happy to learn
that their taxes will not go up
to pay for foe city’s 2012-13
budget.
Neither will their utility
rates.
The proposed budget was
discussed during a Thursday
meeting of Baytown City
Council.
The proposed expendi-
tures of $66,387,149 repre-
sents an increase of 1.85
percent or $1,202,809, over
last year’s budget, but keeps
taxes and utility rates at foe
2011-12 level.
It also provides city
employees a 4 percent
salary increase across foe
board, effective in January
2013.
While police officers
were hoping for more, City
Manager Bob Leiper said
that between now and
January, he will work with
representatives of foe
Baytown Municipal Police
Association on a plan to
“redistribute” that 4 percent
in a way that he hopes will
make police happier by the
time foe raises go into effect.
City officials held a brief
public hearing during
Thursday night's meeting to
give anyone with something
to say about the budget oik
last chance to do so.
Only one person spoke.
Rikki Wheeler, execu-
tive vice president of
Baytown Chamber of
Commerce, spoke out
against combining the
city’s fire and emergency
medical services, as is pro-
posed in foe budget, and
said that the cost of doing
so could instead pay for
additional EMS equipment
and personnel, which will
be needed to deal with foe
city’s growth.
