Dewhurst: Redistricting dead this special session

AUSTIN - Lt. Gov. David
Dewhurst confirmed Friday that
congressional redistricting will
not be debated or voted on by
the full Senate before the term
ends next week because of a
lack of support, but he vowed
that “sooner or later" a new
plan will get approved.
“In essence, redistricting in
this session is dead,” / faid
Dewhurst, who presides over
the Senate. “We will continue to
do everything we dm to bring
everyone together.”
A bloc of 11 Democrats and
one Republican have been
holding firm in opposing redis-
tricting in the Senate. That’s
enough to keep the bill from
coming up for debate under
Senate rules.

sion on the issue and Dewhurst
said he expects Perry to call it
"sooner than later.” The current
30-day special session ends
Tuesday.
A GOP-controlled Senate
committee approved a redistrict-
ing map this week that appears as
though it could give Texas
Republicans an additional seven
seats in the congressional delega-
tion that is now dominated by
Democrats 17-15. The bill stalled
in the Senate after the vote.
The Republican-dominated
Texas House already approved
its own redistricting map that
could give Texas Republicans as
many as 21 seats.
Lawmakers failed to draw,
district lines during the 2001,
legislative session, so the cur-,
rent plan was drawn by federal,
judges. Republicans, led by U.S.
House Majority Leader Tom
DeLay, have been pushing the
effort to redraw congressional
lines, saying current voting
trends show Texas Republicans
should have more seats in
Congress.
Dewhurst, a Republican, said
he is encouraging senators to
work together to come up with a
plan that is fair to all Texans.
He said if Perry is willing to
call lawmakers back for a sec-
ond or possibly third legislative
session "sooner or later, we’re
going to have a new plan, and
it’s my ardent hope that we work
together now as soon as we can.”
Strayhom accuses Dewhurst, legislators of political games

AUSTIN — A nasty feud
between Comptroller Carole
Keeton Strayhom and legisla-
tive leaders deepened Friday as
the comptroller alleged "politi-
cal payback” is behind lawmak-
ers’ attempts to strip her office
of high-profile duties.
"I am here today to shine sun-
light on those playing these
ugly, juvenile political games,"
Strayhom said, taking particular
aim at Lt. Gov. David Dewhurst,
a fellow Republican.
Strayhom was still fuming
over the Texas Senate’s vote
Thursday to remove from the
comptroller’s office oversight of
school performance reviews
and the e-Texas report, a bienni-
al list of cost-saving proposals.
But later Friday the bill
appeared stalled in the House.
The special legislative session
ends Tuesday, so there may not
be time for the House to consid-

ernor shepherded it,” she said.
Dewhurst said the measure
would result in $14 million In
savings and denied it was politi-
cally motivated. His spokesman,
Dave Beckwith, said Friday the
move was intended only to
streamline government.
“All agencies should be
streamlined, including the comp-
troller’s office," Beckwith said.
All year Strayhom has been at
odds with the Legislature.
In January, she blamed spend-
ing in 2001 by state lawmakers
for a multibillion-dollar budget
shortfall. She said “the last
Legislature had a party and left
this Legislature with a hangover.”
She repeatedly chided law-
makers for not taking action on
more of her e-Texas savings rec-
ommendations. She criticized
their use of money from the $1
billion rainy day fund, an emer-
gency account she oversees.
In ’ June she rejected the
* Legislature’s two-year spending
plan as unbalanced. She later
certified the $ 117 billion budget
after striking a deal with
Republican Gov. Rick Perry.
