state and local education con-
ferences.
Gov. Allan Shivers told the
delegates to the conference that
Texas did not seek federal aid
to education. Further aid to the
school system, he said, should
come from the state, but without
strings of control from the state
level upon the local districts.
Rather than federal aid, one
leader suggested “relief from the
stupendous federal tax burden”
to allow states more latitude for

Court Re-Considers
Texas Court of Criminal Ap-
peals is. for the .second time, pon-
dering the legality of the Duval
County grand jury which re-
turned 104 indictments against
county officials.
This time it also is consdering
charges by Atty. Gen. John Ben
Shepperd that it “misrepresented
facts” on its Oct. 5 decision nul-
lifying the grand jury’s action.
In a vigorous argument for re-
versal, Shepperd contended the
majority opinion reflected on the
“propriety and motives” of him-
self and Judge A. S. Broadfoot.
He referred specifically to state-
ments concerning alleged collus-
ion between himself and Broad-
foot.
Judge Broadfoot dismissed one
grand jury in Duval County and
made arrangements for a new
one, which the high court held
illegal. Shepperd’? office assisted
with the South Texas investiga-
tions.
Master Plan Outlined
Visitors to Austin will have
new sights to see in the Capitol
before long.

ation of a “state government ren-
ter," with the Capitol building
at the core, have beer outlined

to he constructed in the area

Land Sales Reopened
Requests fium over 3,000 vet-
erans were included in draw-
ing which officially reopened the
Texas land program last week.
The first 300 drawn were to
receive .application forms imme-
diately. The remainder will re-
ceive notices of where they stand
in line and will receive their ap-
plication forms at a later date.

mander of the American Legion,
drew the name of Olin R Talley

praised Texas' public school cys-
tem
General Van Houten said out-
standing trainees are selected
from approximately 1.500 newly
inducted soldiers each month in
the basic training program.
“To date the greatest number
of outstanding trainees selected
have come from the State of
Texas," the general said. He is
commahding general of Eighth
Infantry Division.
