Highlands man jailed on murder charge

A 32-year-old Highlands man is
being held in Harris County Jail on
$50,000 bond charged with murder.
Charles Ivey initially told law en-
forcement investigators that he shot
Donna Schumaker, 41, while de-
fending himself during an altercation
at his residence in the 300 block of
Greenbow Lane shortly after 1 a.m.
Saturday, according to a release from
the Harris County Sheriff’s Office.
After law enforcement officials in-
terviewed several witnesses and Ivey
at-the station, he confessed to shoot-
ing Schumaker and throwing a knife
next to her to make it appear he was Ivey pointed a shotgun at JBtm

On behalf of his constitu-
ents in Country Club Oaks
Subdivision, Baytown City
Councilman Terry Sain
asked his fellow council-
men to consider creating a
new zoning district called
Country Club Limited.
But during the council’s
public meeting on Thurs-
day night, that idea was
voted down.
After much discus-
sion about the proposal to
amend the Unified Land
Development Code and
two public hearings on the
matter, the Baytown coun-
cil decided against the cre-
ation of a subdivision-spe-
cific zoning classification
known as Country Club
Limited.
“It was difficult not be-
ing able to speak during
discussions on this,” said
Councilman Sain after the
meeting. “This is about
property values and resi-
dents’ wishes not to have
duplexes, home businesses
or accessory dwellings in
their neighborhood.”
Several residents want-
ed to rezone 633 parcels in
Country Club Oaks Sub-
division from low density
single family residential
dwellings (SF1) and mixed
residential at low to me-
dium densities (SF2) to
Country Club Limited.
A city zoning change
would have used the same
content as the single family
zoning district but would
not allow duplexes, acces-
sory dwelling units and the
operation of home busi-
nesses, which mirrors the
civic association’s deed re-
strictions.
City staff did not recom-
mend the approval and the
city’s Planning and Zoning
Commission did not make
a recommendation.
“We do not recommend
the approval because ba-
sically we would have to -
create zoning districts that
correspond with deeds re-
strictions in every subdi-
vision in Baytown,” City
Manager Bob Leiper said.
“In essence, we would be
in the business of enforcing
these deed restrictions.”
Leiper said the city can’t
enforce deed restrictions
created by neighborhood
associations. And al-
though Country Club Oaks
is a neighborhood civic as-
sociation where residents
voluntarily pay dues, the
same rule applies.
Councilman Sain, who
owns property in Country
Club Oaks, refrained from
any discussion or vote on
the proposed rezoning.
Two people spoke during
the public hearings.
Still, there was some
good news for constituents.
The council did direct
city staff to submit an ap-
plication to Planning and

Princess Cruises extends contract

The Port of Houston Au-
thority has reached agreement
with Princess Cruises to make
passenger calls for two addi-
tional cruise seasons, in ad-
dition to the sailings that will
kick off later this year in No-
vember at the state-of-the-art
Bayport Cruise Terminal.
The agreement, which was
approved by the Port Com-
mission of the Port of Hous-
ton Authority Tuesday, calls
for Princess Cruises to' sail
from the Bayport Cruise Ter-
minal in Pasadena, during the
2014-2015 and 2015-2016
cruise seasons.
The two-year extension also
includes two one-year options,
which could expand sailings
by Princess into 2018. While
27 departures are planned for
the cruise season starting in
2013, the new agreement will
mean an additional 50 sail-
ings.
“We are pleased to have
secured two additional cruise
seasons with Princess Cruises.
These additional sailings will
spur even more job creation
and economic development
for the entire Houston region,”
