Special to the Gazette
St TosEi n Mo April 4 My last letter
gave dates of storm wave due to cross the
continent fi om 5th trj All the storm
waves of this month as heretofore stated
will show unusual energy because of the
near approach of Saturns equinox and
from this till tho June storms of ISM havo
passed all the storms will develop more
than average oncrgy including some of the
most destructive and dangerous that have
occurred since 1S32 Following April G tho
next disturbance will be duo to leave the
Pacific coast about the 10th pass the Itocky
Allegheny valley from 11th to 13th and
reach the Atlantic coast about the 14th
This storm will closo the fifty second day
vain period which was duo to set in about
April 1 The General course of thU
j turbjice will be along the 10th degrco of
i north latitude but the rainfall will princi
i pally be south of that line Tho cool wave
following and the frosts will not be severe
and will h confined to northern latitude
Another storm wave will be due to leave
the Pacific coast about the 16th cross the
Kocky AUezheny valley from 17th to 19th
and reach tho Atlantic coast about the 0th
This storm will become very dangerous on
the Atlantic east of New York city in about
tho longitude of Labrador on April 21 and
it will not be safe to be on that part of the
ocean at that time At the samo time
April 21 a dangerous storm will be off the
coast of Alaska southeast of Behring sea
On this continent this 16th to 20th storm
will not be remarkable but the cool wave
following it will probobly develop destruc-
tive frosts as far south as the 3Sth degree of
north latitude The March storms wero
almost continuous I expect a great flood
in the Misiouri river during April from
excessive rains and melting of the snows in
the mountains
WEATHEIl AND SCIENCE NOTES
In the discussion of the origin of force
and the accumulations of matter I havo
reached an early period of the suns exist-
ence the argument placing it somewhere in
space subject to the unchangeable laws of
the physical forces and caused to revolve on
its axis by the electric currents circulating
through it and constituting of it a magnet
It is not reasonable to suppose that ours
was tho first sun of our cluster that came
into existence Tho stars are all suns liko
our own and ours is one of the very small
est among the millions of suns known to ei
ist many of which are a thousand times
larger than ours But all these suns the
stars were most undoubtedlv organized by
the samo process and undor the same laws
of force aud therefore for argument sake
we will suppose that ours was the first sun
As before stated any object charged with
electricity or through which a current of
electricity circulates immediately is pos-
sessed of an electric atmosphere and that
electric atmosphcro extena3 out into
space in proportion to the force
of the electric charge orcurrent
running through it Also as be-
fore stated accumulations of mat-
ter fall into a body of electri-
city from the same causes thatimpcllacork
to rise to the top of a body of water there-
fore as the sun gradually gathered matter
and increased in size its electric currents
increased in force and its electric atmos-
phere in depth reaching farther out into
space thereby causing all the smaller ac-
cumulations of matter to fall in the sun
This accumulation of matter would cause
the sun to bo perfectly round because it
would attract as much matter to one part
of it as to another
Tho great electrician and authority on
the physical forces Professor Siemens
clearly demonstrated that the electric cur-
rents come to the earth around its north
and south poles and pass from the earth
all around the equator Host writers on
this subject contend that these currents
form a circuit aud tliat after going out into
space the currents return by way of the
poles We know that this is the case in aH
natural magnets and as these currents
come to tho earth over a wide space around
both the north and south poles of tho
earth and unite at the equator the currents
goine from the earth at tho equator are of
vastly greater force than thoso around tho
poles and shoot oft to immense distances
with tho speed of light This argument as
to tho earth must apply to the sun for
there cannot be one law of force for tho sun
and another for the earth This electric
force over the suns equator is a body of
electricity and therefore smaller accumu-
lations of matter fall into that body and are
conducted by it to tho sun or earth and
this is one of several reasons wliy tho earth
is bulged at the equator having a greater
diameter there than at any other point
It might be supposed that as the electric-
ity goosfrom the sun at its equator it would
carry matter with it but this is not the
case for matter when in a body of elec-
tricity falls to its center or tho denser parts
of it and tho electric body forms on tho sur-
face or outside of the body of matter This
has reference to matter which has no per-
fect electric organization for well organized
bodies like the earth and moon cannot come
together because their electric atmospheres
prevent We know this by experiments
Two pith balls charged with electricity will
fly asunder the electric atmosphere of
each driving the other away The principal
growth of all planets and suns are at their
equators which will be further discussed

Since the Osage lands have been leased tho
government fixed the quarantine rules so
as to prevent tho shipment of Texas cat-
tle there Soveral cattlemen however
have already turned cattle into their

are now grazing in tho Nation country
Indian Agent Woods at Ponca has
been making strong objections to the
action of tho shippers and Sat-

Readers of the News during the past few
months must have been struck with tho ac-
curacy of the weather predictions made by
Professor W T Foster of St Joseph Mo
In no single instance has ho failed days

character of weather we would have at

next congress with that end in view Tho
question will bo discussed by the Western
congress at Denver on Hay 10 and by other
influential commercial bodies in the near
future This resolution will bo brought
forward for consideration
Resolved that wo demand the establish-
ment of a department of agricultural
meteorology at Washington D C in con-
nection with the weather bureau for tho
purpose of giving to producers the earliest
possiolo information of the effects of tho
weather on tho crop products of the world
to make a special study of the effects of the
weather on plant life and to discover if
possible the causes of drouths excessive
rainfalls dangerous storms and other
sudden changes in the weather in order
that long range forecasts may bo made
Tho value of a department of this kind to
the farmers of the country can readily bo
understood With an absolute knowledge of
the character of the weather to be expected
at certain periods of the year they would
thus be enabled to prepare for every
emergency The present weather bureau
gives out the changes that will occur in the
succeeding twenty four hours While this
warning is of some littlo value it is not al-
ways accurate Professor Foster tells us
weeks in advance the kind of weather we
may expect at certain periods Certainly
with a bureau of agricultural meteorology
in connection with tho present woather
service all parts of tho country would be
enabled to know in advance the changes
likely to occur in the weather information
that would bo of incalculable benefit not
only to farmers but to all classes of people

New Orleans La April C Despite tho

Mississippi suburbs of New Orleans and
the county seat of Jefferson parish more
than two thirds of the town is now under
water water in consequence of tho Ames
crevasse As soon as that crevasse oc-
curred the Gretna people seeing the dan-
ger to their town set to work to build a
levee in its rear to keep out the wateraud
nearly the entire population turned out to
work on it The water however rose
faster than expected and tho new levee
being hastily constructed was weak and
caved badly and yesterday gave way in
several places The probabilities are that
dl Gretna will bo flooded within tho next
toil days The danger will be very great
as tho numerous vegetable and stock farms
there will suffer and tho factories be closed
A large proportion of tho people in the
flooded section have moved to other jioints
where they have been given accommoda-
tions by their neighbors Thoso who havo
remained are constructing falso floors to
their houses and will try to weather it out
if the water does not rise much more

Kansas City Kan this morning For
some time past rumors of the reopening of

camo up in a body to apply for work They
told tho superintendent that they would
work for 1 a day When the others who
had assembled there learned of the offer of
tho Italians they seized fence pickets
stones and other missiles and charged tho
Italians The Italians made a stand for a
moment but wero soon forced back and
ended it by making a precipitate flight fol-

THE NAUGHTY ELEVEN
PAPAS OF THAT AUSTIN CIRCU-
LAR GIVEN AN AIRING
Why the Alliance Is Traveling to the Third
Tarty Bow Wows Too Jlany Office
Seekers The Tailors Side
Editor Gazette
A EEQCE5T
The following article was prepared and
offered for publication in the Southern
Mercury and declined and hence I ask
space in vour liberal and widelv circulated
paper for its insertion Trusting you will
do me the favor I am very respcctlully
W P Hancoce
FBOM ONE OF TOE ELEVEN TUAITOKS
Will you allow one of those awfully aw-
ful bad Alliance men who siguea the Austin
circular a brief hearing in our paper
President Jones has called a meeting at
Waco It is not provided for by Alliance
law fundamental or statutory but as it or
any meeting of a similar kind is not pro-
hibited he or any other Alliance man can
call one Lecturer Perdue under the head
of Official urges the brethren to stand
by Alliance principles and platform and to
see to it that none go without proper cre-
dentials This reminds us of the past
when tho silent man would say let us
have peace and his followers all over tho
country would join in with tho chorus a
free ballot and a fair count We all know
the devil would be to pay So when Brother
Perdue over his official signature urges
the Alliance in opposition to the presidents
proclamation to allow none but such as can
and do secure credentials to attend and
participate it is tantamount to a deliberate
purpose to stock tho meeting as far as his
influence goes to suit his own views So
far as my observation goes the influences
tho traitors who signed that circular
seek to eliminate from tho order have so
depleted the sub Alliances as to leave their
control almost entirely iu the hands of tho
sub treasury and third party element and
hence it would be an easy matter for a half
dozen or so of that kind of Alliance men to
get together and make selections to suit
even Brother Perdue But Brother Jones
in his call is more liberal and proposes any
Alliance brethren in good standing Per-
haps good standing will bo gauged by
opinions Brother Perdue alludes to Al-
liance principles That is exactly what we
want and will meet him or any other half
way or more in reasserting and restoring
them and bring the order back to its
wonted respectability usefulness and in
fluence That is all wo want and just
what we will havo God and the people
helping and we believe they will It seems
to bo a favorite method with Brother Per-
due and all others tho Mercury included
in dealing with the circular aud its signers
to ignore argument or mako any defense
but to launch out iuto denunciations
vituperations and abuse forgetting that
that could not satisfy tho public Their
ipso dixit doesnt make us bad men or
traitors Now as to tho Alliance com-
mittee it is contended by some and very
correctly perhaps that Evan Jones had no
authority to appoint anyone as a legislative
committee aud especially one clothed with
tho power that Hany Tracy assumed It
was that assumption of power and his ar
roganco before the legislature that rendered
Brother Tracy so offensive and obnoxious
to that body and brought about the petition
for his recall It was not a question of his
good standing in the Alliance that Presi-
dent Jones was asked to consider but tho
propriety of having a so called legislative
committee at Austin and especially that
particular individual This he utterly
failed to do looking below and behind tho
question at issue demanding charges
totally at variance with the matter in-
volved when the petition with its reasons
for asking Tracys removal was before
his eyes and moro than a dozen
of tho signers stood up in
his presence and stated their reasons
for asking the removal of Brother Tracy
Thcso reasons wero the only matters for
him to consider and not dodge tho responsi-
bility by declaring that no charges had
been brought Supposo charges had been
brought demanding discipline he was not
tho tribunal of adjudication That belongs
to his sub Alliance In this partisan one
side act Brother Jones subjected himself to
tho severest criticism and precipitated all
tho troubles that threaten the Alliance
Brother Tracy in a circular Mercury
supplement says he cant defend us
Does ho think wo need his defense Does
he assume that we know less about tho Al-
liance its principles and purposes than ho
does He certainly does not for that would
be cheeky indeed and while I think some
men have as much cheek as a government
mule I hope he has not reached that depth
yet Has he grown so great that his smilo
is life and his frown is death Have men
grown so vain and arrogant that backed by
a moiety of tho people of Texas and they
principally sub treasury advocates and ene-
mies to the Democratic party that they
will dare to bore and menace a Democratic
legislature arid threaten political death to
tho man who refuses to do their bidding
I say they are representing a mere moiety
of the people of the great stato of Texas
for the truth of which I will refer any ono
to tho state secretarys last report and a
very large per cent of those reported dont
indorse the courso of the steering commit-
tee tho course of tho Mercury nor the
drift the Alliance is taking Why havo all
these hundreds of thousands dropped
out of tho Alliance Tho vast hosts
that once gave it power and respectability
Was it because these eleven traitors
plutocrats and Gouldites were in it or
because of the reasons set forth in that cir-
cular Think of it Alliance members you
that love the order for its sake not for tho
prpminonce it may give or what can bo
made out of it Think of the men who are
forward in abusing as Hold them up to
the light of the facts and on and in and
through some of the most prominent of
them you will see tho words chronic office
seeker standing out in bold characters
blown in tho bottle They are political
sore heads kickers and grumblers abusing
the Democratic party for the favors thoy
never got its want of discrimination and
justice in failing to discover and reward
merit No wonder they imagined they saw
tho Alliance if perverted into a party
achine the hope of reaching tho goal of
their ambition Even our good president at
ono time held the Alliance in suspenso for
nearly six weeks until its vital cords began
to snap under the tension before he de-
cided not to take the office of governor from
Sul Ross I supposo in the meantime he
heard from tho boys at the forks of the
rcek
Then I would havo those patriots re
formers and labor lovers to loook back and
view the work of demolition that has fol-
lowed their footsteps an exhausted treas-
ury a decimated membership new and
high salaried officers junketing around
over tho country visiting legislatures con-
tracting away tie rights and will of the
people ns they would a Texas mustang
treating and co allying with all kinds of
organizations for political and partisan pur-
poses involving schemes and isms utterly at
variance with tho spirit and genius of our
government and all this in the name of tho
Alliance and for the farmer and laborer
When Messrs Tracy Terrell i Co meet
and promulgate a dogma and line of policy
all who dont fall in and march to the
music they mako must bo denounced as
traitors
Dr Rankin makes us the instrument in
the fourth plot out of a series of five
planned and worked by Gould for tho
destruction of the Alliance The doctor
gets things rather mixed as is his custom
but nevertheless he seems to have gotten
right into the inside of it so that he is able
at most to give not only the facts but tho
details I hope in a future article he will
tell tho public how it occurred that Gould
happened to find just that eleven no more
no less how he came to hunt out as obscure
men as Beck Sargent and Hancock -and
passed by such men as Dr Rankin and how
it was he didnt approach the wrong man
and bo blowcd on Perhaps he did try the
doctor but found him not for sale and tho
doctor is a bIowin con him No doubt
Gould will feel mighty bad when he finds
that he has been caught and wish he
hadnt
And bow as to tha railroad commfailoa
bill with its elective and appointive fea-
tures Pending its discussion what show-
ers of crocodile tears were shed in and out
of the legislature over the endangered rights
and liberties of the dear people What
eloquence Sowed in depicting the struggles
tho sacrifices of blood and treasury re-
quired to erect tho temple of liberty tho
iron hand of despotism was about to de-
stroy Here is a question that has been
discussed before tho people and the locisla
tures for ten or twelve years and until it
became certain it would pass not a whisper
of an elective commission was evor heard
Then it was discovered that plots and con-
spiracies were working to pull down our
citadel of liberty that the crushing heels of
usurpation and centralism were abroad in
the land and leaching for the necks of the
people Now the question is who origi-
nated the elective idea And hero I
want to ask a question I would ask Harry
Tracv Hedges Co if they know whether i
tho idea came in the draft of a bill broughtgj cure
from Waco by a prominent railroad attor
ney or not and if so did their vigilant eyq
first behold it there and their warm hearts
IrQt AstmiiQfi if tlipn
Now lir Editor you havo allowed us to iff
be abused and villified in your paper Give
I us the opportunity to defend ourselves
through tho samo cuannel This is right
and just and in my own behalf I ask it

Sllgo Election
London April 3 Michael Davitt editor
of the Labor World has sent a disDatch
from Sligo to that paper saying that the
polling commenced punctually at S a m
many workingmen voting at that early hour
The Parnellites admit that they are beaten
and the Nationalists expect a majority of
about 1000 The Tories adds Davitt3 dis-
patch voted for Dillon tho Parnell
candidate in spito of tho fact that
tho Conservative club advised them
to abstain from voting There are
about seven hundred Tory voters in the
constituency Of that number it is be-
lieved that Dillon will have 500 votes But
for this support Collcry would win by
nearly two thousand majority The local
Orango lodges havo supported tho Par
nellite candidate No priest ha3
been employed as agent for the home rule
candidate as the Nationalists are resolved
not to give their opponents ground for al-
leging that clerical influence was exercised
at the polling booths
