SIoux City Iowa Deo t for the
past several months the German gov-
ernment has had a detective In this
city looking up evidence In the famous
Bob Kneebs horse ringing case to be
tried In a short time In the courts of
that country The experience of the
oflicer has not been a pleasant one lie
arrived in the country last May and
after a meeting in the olllce of the

a charge of robbing and burning a

that he might destroy his usefulness
If ne became known he did not disclose
his Identity He succeeded In estab-
lishing an alibi under the name of John
Miller In the case against him here
but Instead of being released as
turned over to the Federal authorities
and taken to South Dakota to answer
to a postotllca robbery In that state
The charge also falling he was acfuied
of working a confidence game on South
Dakota farmers Since then he has
spent the greater part of his time In
Jail nil over the Northwest new accu-
sations being brought against him as
fast as the old ones were dismissed
Notwithstanding this he secured the
necessary evidence Kneeb says he
will certainly go to Germany to answer
the charges against him

Constantinople Deo 6 Ma Bona Bul
carla Deo 6 Cop righted isi5 by
tha Associated Prtus The feature of
the political situation here today Is
the step taken by Said Pasha presi-
dent of the counsel of state and for-
mer grand vizier In seeking refuge
accompanied by his son a lad aged
about 12 ears In tbe British embassy
It waa pointed out to the sultnn that
If Said Paelms Influence had been
strong enough to bring about the re-
call of the British gunboat DrUd
from the entrance of the Dardanelles
It was sutllclent in view of the peace-
ful condition of Constantinople and
the efforts bmg made to restore order
In the province to persuade tho pow
ers to waive their claims for additional
guard ships It fiS In vain that tho
pasha protected ho had done every-
thing possible under the circumstances
The sultan would not listen to his ex-
planation and drove him from his
presence as he did Tew f Ik Pasha the
minister for foreign attaint some das
ago bitterly denouncing him for his
alleged trtaebcry
When Said 1asha hnd left the pal-
ace the advisors of Abdul I lam Id wero
not slow to Intimate that the presi-
dent of the council of state was a
dangerous enemy who should bo
promptly deprived of the power of
doing further harm The sultan was
Impressed with the Idea Somebody
hit on the Idea of tempting Bald Pusha
nnce more within th gates of the
illdlz Mock by the offer of the valer
ate Itaffel Pasha the present grand
vizier being supposed to have fallen
Into dlsrepjte with his royal master
Bald Pasha however Is too well
versed In the traditions of the YIMIs
Kiosk to bo caught by such n bait
and lost no time In pKcing himself
under the protection of Sir Phillip Cur
rle
The sultan was greatly Incensed nt
Sail Pashas action and made several
futile attempts to lnduco Hald Pasha
to return to his house lie sent Tewllk
Pasha and so era other ministers to
the British embassy where they had a
long Interview with Said Pasha and
held out all kinds of promises to Said
Pasha but their efforts came to
naught bald Pashi firmly refusing to
trust himself outside of his asylum
Later In the day Tewflk Pasha saw
Sir rhllllp Currle and begjrel him to
Induce Said Pasha to return to his
home making usi of the argumnt
thnt the flight of the president of the
council of state was certain to have a
bad effect upon the people and might
cause trouble of a most serious nature
In Constantinople But all these cruu
ments wero thrown nwny up in Mr
Phillip who after listening quietly to
all his isltor had to siy politely told
him he could not Interfere In the mat-
ter He added that Sal Pasha hnd
asked for an asylum and his request
had been granted There the mitter
ended so far as the British ambassa-
dor was concerned
The failure of Tewflk Pashas errand
Increased the sultans anger who ront
his secretary to Interview the fugitive
The secretary spent two hour with the
pnsha at the embassy doing his ut-
most to persuade him to return to his
residence but no amount of argument
would change the mind of the pasha
and the secretary went away as un
aufssfiil as Tewflk Pacha

have attracted have it not been for the
fnct that the rumor has been flying

this have for a lontr time been the
cnuse of great perplexity and Inconve
venlenco to tho city authorities of Port
Worth Every city phslclan who lias
held that position In Port Worth hna
been called upon during their terms of
otllce to attend numerous cases of peo-
ple shipped In here from other towns
and cities some of them sick and oth-

toads and otherwise It has alwava
been a very seriously perplexing ques-

remedy to prevent Die city from bolng
thus made tho dumping ground for the

pllahed by legislative enactment Hint

caused to be passed several years ago
a law which made each county In the
state responsible for Its own cases of
Infectious diseases If an Infectious

ty In which ho crntracied the Infectious
dltcase nnd could not he romoved to
his own county he was cared for In flie
county In which he was fount and the
expense of the case charged to the
county from whence he came Why
could nnt such a law bo passed to ap-
ply In all oases where TPta who are
taken sick or are crlpiled In other
counties and shipped In liereT Buch
atlllcted people shouhi not be dragged
over the country but the expense In-
cident to their cases should be placed
upon the count to which they belong
Of courso It woul 1 bo dlitleutt to carry

but I believe If such n law was passed
Jt would greatly modify the existing
