A Hurricane In Baytown: What Escape Routes Are Available?
By WANDA ORTON
When a hurricane is coming,
•t's smart to hit the road before
the killer storm hits land
But what if the escape routes
are already flooded1
Land subsidence takes its toll
on roads, making them more
susceptible to flooding.
This warning, when it was
sounded by Sen. A R, iBabei
Schwartz of Galveston at the
subsidence district hearing in
Austin, struck a familiar chord
-or rather, sour note- for
Baytonians who are keenly
aware of this grim aspect of land
sinkage.
The concern about escape
routes has been voiced often by
the Baytown Chamber of
Commerce Flood Protection
Committee. Jo A, Graves,
chamber president and
chairman of the committee,
reiterated the need for-adequate
escape routes when he reported
the Corps of Engineers conclu-
sion that a (evee project is not
feasible here It will be cheaper
to raise roads than build a levee,
Graves commented, adding that
escape routes should be marked
and well publicized in the com-
munity
Escape routes was the basis of
City Councilman Charles Pool's
recommendation recently that
Bayway Drive "not be cut
down” when it is rebuilt by the
Texas Highway Department.
Pool said the highway depart-
ment should be asked to even
raise the road if possible.
Bayway Drive is one of the
few major thoroughfares that
carries traffic north (and that’s
the only way to go when a
hurricane is coming) and it does
not get flooded now during
heavy rains
In an emergency. Baytonians
will have to depend on Bayway,
Spur 330 iDecker Drive), Garth,
North Main and Highway 146 for
escape to the north
Through his work with the
Texas Marine Coastal Council,
Sen. Schwartz has been
crusading for adequate escape
routes for sometime The
Galveston lawmaker m par-
ticularly worried about parts of
the Gulf Freeway that affprStie

prone areas isoan enough,”
Schwartz said at the Senate com-
mittee hearing. "While homes
are subsiding, let it not be for-
gotten highways are subsiding
too
Sinking land in Galveston and
Harris Counties, he said, has
caused some highways to drop to
<ive4eet above sea level from an
original height of eight feet
During a hurricane people
may wait too lafe to go to safety
thinking the water will not cover
the highway. And it would take
only a few sjgljed cars to leave
thousands of people stranded in
the heart of the storm "
Schwartz described this situa-
tion as a 'catastrophic threat "
Sea brook Mayor Larry
Sullivan sounded the same alarm
in his testimony at the Senate
hearing He fears his community
will be trapped in the next
hurricane and the people will be
left to the mercy of a killer
storm with ("scape routes cut
