tlon of J 5087 W from the rxtlmatea
The amendments to the evutlug law
attached to the bill provided that pen-
sions under the act of UIW should date
from the first application no matter
how many times thcr had been rejected
or dismissed for defects or Informality
In the application and repealed the
provisions of the act of 18 k requiting
a widow to prove that she was de-
pendent for her support on her dally
labor Instead by the terms of tho
amendment she must prove that her
net Income does not exceed JWO per
year In answer to a question Mr
6 trine said he did not know how many
widows would receive pensions under
the amendment but It mattered not
whether It would result In giving pen-
sions to one or one hundred thousand
widows The government was not so
poor that It could not afford to pension
the widows of the defenders of the
Union Applause
Mr draff Hep III gave notice of
an amendment he propose J to offer In-
hibiting the reduction or suspension of
a pension on allegation of fraud unless
auch fraud had first ueen proved In
Unted States court
The amendment wan practically the
same as that drafted by the sub corn
mlttc on pensions which was subse-
quently abandoned because It was
thought that It trenched upon the ter-
ritory or the commlttie on Invalll pen
sons which proposed bringing fnrwarJ
a general bill to cover this grounJ
Mr Itartlett Dem N gave no-
tice that he would raise a point of
order against Mr draffs amendment
also the amendment to the bill repeal-
ing the provisions of the act of 1830
relative to widows pensions
With reference to the Clraff amend-
ment he said tt would be unwise to
Btrlp the pension commissioner of leg-
islative power and clogging the ma-
chinery of the United mutes courts
with matters that should be left to the
com ml us loners discretion
Mr Dartlett announced himself as a
supporter of pensions of deserving
bo till era who were wpunded or con-
tracted disease In the line of duty but
expressed the opinion that the senti-
ment In New York among the Demo-
crats and better class of Republicans
was opposed to a further extension of
the pension roll and the further tooting
of the treasury The amendment ho
said would add the names of at least
50 000 widows to the rolls

London Jan 13 Among the South
African politicians It Is felt that the
Transvaal crisis Is by no means over
und It Is said by them that the banish
mint and Interdiction placed on the
property of the chief men or Johannes
erg cannot be tolerated This feeling
grows out of a Johanna berg dispatch
reporting that warrants are out for the
arrest of over 200 people nil leading
men In the mines and principal com-
panies of the slock exchange and of
the professional element It wan added
that among thoe arrested were sev-
eral Americans and Hermans Including
J 8 Cuitl an American engineer
H Is generally admitted also that the
now cabinet of Cape Colony is wtak
and It Is not thought likely that It
will last for any length of time Gen
tral anxiety han been caus d among
the South Africans here announcing
the amnt at Sra Point a suburb of
Cape Town of Charles Leonard chair-
man of the Transvaal National Union
under extradition proceedings This Is
especially criticised severely and the
Globe asks why the Cape government
Is doing Prerldrnt ICrucger a work for
him and refusing Itrltons nn aIum
which has not been denied to political
offenders of other nations
Taken altogether however the sit
uatlon miy bo regtrded as being more
Kattsfactory than on Saturday last In
hi Ite of the fact that no ofllrlal de-
claration have been made regarding
the disposition of Dr Jamleson s rank
and file little doubt Is relt that the
prominent Johannesbergers arrested
for treason will be banished not only
from the Transvaal but from the Brit-
ish possepflons In South Africa It is
generally considered here that this step
is essential If a poslblllt of u recur-
