important branch of our govern-
ment The present judiciary sys-
tem is altogether inadequate The

declared that Prohibition could
never be carried in a city of the
size of Atlanta and if carried
could never be enforced Many
advocated High License and some
the substitution of wine for whis-
ky and brandy No law has ever
been moro vigorously fought than
Prohibition has been in Atlanta
Every artifice and scheme has been
resorted to to nullify the opera-
tions of the law The Courts have
been tried The provision of the
Prohibitory law exempting li-
censes from being terminated be-
fore they expired were used to
defeat the law as well as that al
lowed the sale of domestic wine
A great parade was made of liq-
uor being brought into tha city in
jugs in order to throw odium upon
the law but prohibition is not a
fault in Atlanta as tho records
show
The Courts have sustained it
Drinking has been cut off 80
per cent The arrests for drunk
enness have been largely reduced
and it only requires one police-
man to guard 1000 inhabitants
One hundred and thirty barrooms
vending on an average of 13000
drinks daily have been wiped out
Families that during the preva
lence of tho liquor traffic suffered
5sofJUo because
means were squandered for
liqnor are now enabled to supply
their wants from the money saved
by Prohibition Tho City Treasury
has not suffered becauso of the
absence of the license tax in her
coffers The tax assessments for
tho present year assessed by a
strong antiprohibitionist shows
an increase of over 2000000 over
Jastycar The city has largely
increase her expenditures for
Public Schools and Public impro-
vements She has donated SoO
000 to a School of Technology and
13000 to a Fair Ground Her
population is nearly 05000 an
increaso of over 5000 Her man-
ufacturing enterprises have been
enlarged and new stores and
dwellings are being erected in ev
ery quarter of the city Atlanta
was never more prosperous or ac
tive than sho is now
That occasionally a drunken man
is arrested or a wineroom man
arraigned for violation of the law
is not to bo denied but it is to be
wondered nt when a citv of 57000
people with 130 open barroooms
in a moment overturns a traffic
hoary with age and iniquity
But the Courts are punishing
violators so severely sustained by
public opinion that the ranks of
the violators are growing smaller
daily The course pursued by the
opponents of Prohibition has dis

so that numbers who formerly op
posed prohibition or favored High
License winerooms now favor the
enforcement of the Prohibition
law That law is not a failure in
Atlanta nor has its operations in
jured Atlanta one single Iota

per cent and that real estate in-

lions of dollars worth of improve
ments have been made in that city
since prohibition went into effect
There is a large German element
in the city which is strongly pro-
hibition Mr Ketchum is well
known in this community and could
have no object in misrepresenting
He says there is no use for tho
jail in Atchison except to occas
ionly lodge a horso thief in It Mr
Ketchum further states that the
schools are much better attended
now than formerly He has known
of numbers of largo children who
did not attend school because of
needing shoes and clothing to
make them neat and comfortablo
who after prohibition was in ef
fect very soon began to attend
school and hate since enjoyed the
benefits of education He says

to remind the authorities and
election officers that the
election on the 4th of August
will be conducted under tho
new law providing for a more
speedy counting of tho vote Len
der this law in each precinct at
which more than one hundred
votes wero cast at the preceding

and four clerks and two ballot
boxes must be used the boxes be-
ing changed every hour tho bal-
lots in one box being counted

this law is found in the provision
for returning the boxes to the

do not have to travel less than five

within two days after the polls are
closed If not delivered within
that time no remuneration will be
made
