labor in competition with honest

factured products to starvation

our Stat the young mechanics
laborers and men of small means
to whom every community must
accord substantial support and en-
couragement if it does not wish to
topple to decay The peoplo of
Harris count feel that their cause
and their grievance is the heritage
and condition of every county in
this broad and glorious empire
State Wo ask your aid in bring-
ing such pressure to bear upon the
coming Legislature as will iusuro
the removal of this penitentiary
incubus that threatens to crash out
every healthy interest and indus-
trial enterprise in Texas Go
forth to every honest citizen oy
ery neighbor and friend who bo
lioves in tho triumph of respacta
blo labor over those whose work is
the wages of their sins nnd ask
them to join you in a movement to
check this eviL We ask you to
call a meeting in every school dis-
trict of your county in every vot-
ing precinct and in every town
Tell your contstituents what they
already know That the taxes
which thbv pay out of their pock-
ets for the prevention of crime is
being and has been appropriated
far years to the building of exten-
sive plants of machinery atHunts

clianical fabric is being made that
can enter into the economy of life

made by laborers who work for the
bare modicum of subsistence whioh
keeps body and aanl together are
being thrown upon the markets in
a constantly increasing volume
with the result to kill with their

sans of the state who are strug-
gling honestly to give their fami-

that favegd contractors hire out
jVundrcds of these convicts over
year and work them under irre-
sponsible nnd inhumane guards
and work them in chains for plan
rations for forty cents a day and
ask them how can tho honest farm
er on the adjoining plantation

hired and half starved criminals

of patriotic duty and to do such

The man who steals n cow or picks
a pocket is often sentenced to
many good years of servitude
while a murderer a bank officer a
county official a railroad or ex-
press official may misappropriate
and got away with thousands of
dollars of other peoples money
and yet be sentenced to only one
two or three years in tho peniten

themselves if the convictions under
our laws aro just and impartial
The keeping of the faim ma-
chinery is a considerable item of
