Should we expand
our county jail?
Grand Jury returns
sixteen indictments
By County Judge
John Mack Weaver
Should we expand our jail?
Should we approve the $1 95
million bond issue7
The Comanche County
Commissioners’ Court has done
exhaustive research on these
questions and unanimously
supports the expansion and the
bond issue. This research involved
the appointment of a Blue Ribbon
Committee of Comanche County
Citizens who studied these
questions
After this committee heard from
the Texas State Jail Commission,
the State of Wisconsin, people
who have previously expanded
their jails to house out of state
prisoners, various experts on
architectural and engineering
services and on the use of prisoner
labor to save money on - an
expansion project, the Committee
made . a unanimous
recommendation that Comanche
County proceed with the jail
expansion
This committee was composed
of Bill Hill, Clyde Bnnson, Bill
Evans, Wayne Hammitt, David
Goodson, Joey Boswell and Chris
Biggs We are also pleased to have
support from the City of
Comanche Economic
Development Board
After considerable study by the
Commissioners’ Court, it was
decided that we do want to expand
the jail and that we want to give
the citizens the opportunity to vote
on the bonds to finance
construction
A big incentive for approval of
the bond issue is to consider the
fact that Comanche County must
meet some rather expensive
modifications to our current jail
facility because of the American
Disability Act, the State of Texas
requirement that we add Negative
Air Flow Cells (because of the
Tuberculosis outbreak in jails) and
a requirement to provide a multi-
purpose room to allow mandatory
counseling and education for the
prisoners
That type of modification is
estimated by our jail staff to cost
$250,000
A better idea is to incorporate
those requirements in the jail
expansion This work would be
much less expensive if it was
incorporated with the jail
expansion
Our research shows that we can
build a 48 bed maximum security
jail with the required American
Disability Act cells, with the
required Negative Air Flow cells,
and with the multi-purpose room
for approximately $12 million
Using prisoner labor we can
even reduce that cost up to
$200,000, The proposal is to build
96 beds with the first 48 beds
being the maximum security cells
and then that would allow us to
construct a 48 bed minimum
security facility for approximately
$600,000 again using prisoner
labor to help us reduce that cost
Of course we all should realize
any delay in construction will
probably see rising costs because
of inflation and the eventual loss
of these prisoners who have the
skills wc need to construct this
facility
The opportunity for you to voice
your opinion is May 2nd, so
please vote
It is only natural that some
might oppose a bond issue
because they suspect it might

Comanche County is designated
natural drought disaster area
The US Department of
Agriculture (US DA) recently
designated Comanche and
surrounding counties natural
disaster areas due to losses caused
by a drought that occurred from
Sept 1 to Nov 19, 1997, and
continues
Comanche was named as a
primary disaster area while
Brown, Eastland, Erath, Hamilton,
and Mills counties were
designated as contiguous disaster
counties
The USDA announced in
January that family sized farm
operators in both primary and
contiguous counties were eligible
for low-interest loans from the
Farm Service Agency (FSA) The
FSA will receive applications for
the loans until Sept 14, 1998
Now, businesses depending on
farmers and ranchers in all of the
named counties can apply for low-
interest Economic Injury Disaster
loans from the US Small
Business Administration (SBA)
The loans are designed to help
businesses meet normal operating
expenses that cannot be met due
